Since his debut in 1999, Naruto Uzumaki has always pursued the goal of becoming Hokage and the strongest ninja in the Hidden Leaf Village. By the time of Boruto , he had fulfilled that dream by becoming the Seventh Hokage and was considered the strongest shinobi in the world .
However, the situation changed significantly after the Baryon Mode event. Kurama's sacrifice caused Naruto to lose the Nine-Tails' chakra as well as the Six Paths power that had helped him reach his peak during the Fourth Great Ninja War. This is considered a turning point that caused Naruto's power to decline noticeably.
Meanwhile, the younger generation of the Hidden Leaf Village has continuously matured after the three-year timeskip and now possesses abilities far beyond what they were before.
In Boruto , Naruto is no longer the strongest ninja he once was.
Boruto is considered the most outstanding name in the new generation. After being directly trained by Uchiha Sasuke and continuing to learn from Kashin Koji, Boruto has reached a completely different level of fighting ability.
Furthermore, he possesses the power of Momoshiki Otsutsuki and has established a pact with this entity. The combination of his fighting skills, Karma, and Otsutsuki power makes Boruto considered to have surpassed the current Naruto, and possibly even the Six Paths Naruto version.
Not only Boruto, but Kawaki is also portrayed as a character capable of overpowering the Seventh Hokage.
After removing all power limitations, Kawaki mastered the abilities of Isshiki Otsutsuki, including Daikokuten and Sukunahikona. These abilities gave him an overwhelming advantage in combat and made Kawaki one of the most formidable characters currently.
In recent developments in Boruto: Two Blue Vortex , Kawaki has also surpassed Naruto in overall power.

The third character considered capable of surpassing Naruto is Uchiha Sarada. After awakening the Mangekyo Sharingan with the Ohirume ability and defeating Shinju Ryu, Sarada demonstrated her potential to fight beyond Kage-level. Despite facing the risk of losing her eyesight due to using the Mangekyo Sharingan, she continued to develop her power.
Notably, Sarada has yet to reveal her second Mangekyo Sharingan ability or her complete Susanoo. If she possesses all of these powers, she is expected to go even further and officially surpass both Sasuke and Naruto.
Boruto, Kawaki, and Sarada all still have room to further develop their powers. Boruto hasn't yet fully exploited Karma's potential, Kawaki is still perfecting his control over Isshiki's power, and Sarada hasn't yet revealed the full extent of her Mangekyo Sharingan.
Although Baryon Mode is still considered the strongest state Naruto ever reached, he is no longer able to use this power after Kurama's sacrifice. In the current context, Boruto: Two Blue Vortex is gradually establishing the position of a new generation of ninjas, who are expected to create an era that surpasses even the legends of the past.
