During the period 2021-2025, the implementation of the national target program for sustainable poverty reduction in the province has achieved positive results. This has made a significant contribution to the successful achievement of the overall socio -economic development goals in the province.

With close guidance and attention from all levels and sectors, the implementation of the sustainable poverty reduction program for the period 2021-2025 in the province has shown significant progress.

Focus on implementation

Over the years, poverty reduction programs in the province have received focused attention and direction from all levels and sectors, achieving positive results. However, due to its characteristics as a mountainous province with a low starting point, fragmented terrain, small-scale economy, and fragmented production, achieving poverty reduction goals remains challenging. Furthermore, poverty reduction is still not sustainable, and the rate of poverty reduction varies unevenly in some areas.

In light of this reality, entering the 2021-2025 period, all levels and sectors will continue to implement comprehensive solutions to overcome difficulties and improve the effectiveness of sustainable poverty reduction in the province. Mr. Hoang Van Chieu, Deputy Director of the Department of Agriculture and Environment, said: In implementing the sustainable poverty reduction program for the 2021-2025 period, the Department of Agriculture and Environment (formerly part of the Department of Labor, War Invalids and Social Affairs and the Department of Agriculture and Rural Development) has advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to lead and direct poverty reduction work through the issuance and implementation of specific provincial policies, as well as closely adhering to the specific targets and tasks according to the general program of the Central Government;

In addition, relevant levels and sectors have proactively issued directives and guidelines for the implementation of specific contents, especially projects and sub-projects under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025. Notable examples include the implementation of projects to diversify livelihoods, develop poverty reduction models, and support production development.

To implement these projects, relevant levels and sectors proactively reviewed and selected appropriate models for support, drawing on allocated resources. The implementation process ensured transparency, democracy, and openness, creating favorable conditions for vulnerable and disadvantaged individuals to participate in poverty reduction models and projects. Specifically, during the 2021-2025 period, the entire province implemented 249 diversified livelihood development and poverty reduction models, including livestock, fish, chicken, duck, and forestry farming, with a total of 4,073 participating households (including 1,313 poor households, 1,845 near-poor households, and 915 newly escaped-from-poverty households). In addition, under the sub-project supporting production development in the agricultural sector of the national target program for sustainable poverty reduction giai đoạn 2021-2025, relevant agencies and units have implemented 164 production support projects, assisting 4,343 households.

Along with projects to diversify livelihoods and support production development, the implementation of other projects and sub-projects under the sustainable poverty reduction program for the period 2021-2025 in the province has also achieved positive results. Notable examples include supporting investment in the construction of 125 projects in transportation, irrigation, electricity, education , health, and cultural infrastructure in the former Van Quan and Binh Gia districts (poor districts); and supporting the construction and repair of 6,000 houses for poor and near-poor households and other beneficiaries.

Besides implementing poverty reduction projects under the sustainable poverty reduction program for the period 2021-2025, regular poverty reduction policies and policy-based credit continue to be maintained and effectively promoted. During the period 2021-2025, 12,465 poor households, 12,300 near-poor households, and 7,400 newly-escaped-poverty households received loans. These loans helped poor households and other policy beneficiaries in need of capital to invest in livestock and poultry farming, forest improvement, care and planting, and fruit tree cultivation, thereby gradually increasing their income and achieving sustainable poverty alleviation.

Significant changes

State support has significantly contributed to helping poor, near-poor, and newly-escaped-from-poverty households improve production efficiency, increase income, and gradually escape poverty. Mr. Luong Van Chi, from Ban Huan village, Tan Van commune, said: "Previously, my family was classified as a near-poor household, and life was very difficult. In 2022, thanks to state funding, my family received support in the form of two breeding cows. During the breeding process, I regularly participated in training sessions organized by the commune's professional staff, thereby mastering the techniques of care and disease prevention, helping the herd grow healthily. After two years, the initial two cows have given birth to two more calves. Along with accumulated capital, my family continues to buy more cows, maintaining a herd of 7-10 cows each year. In parallel with livestock farming, I also focus on developing the hill and forest economy, planting trees such as anise, acacia, and tea." Thanks to the effective combination of production models, in 2024, the family's total income reached nearly 100 million VND, thereby gradually stabilizing their lives and helping them escape poverty.

Like Mr. Chi's family, Mr. Phung Van The's family in Ban Ha village, Diem He commune, is one of the exemplary households that have developed economically and escaped poverty. Mr. The said: "In previous years, the economy was difficult, and my family was classified as a poor household. Determined to change our lives, in 2018, I started raising sows. From a few sows initially, I have expanded to 8 sows, regularly selling 2 batches of market pigs and 2 batches of piglets each year, bringing in a stable income. In 2023, I boldly added goats to my herd, and now I have 11 goats. From livestock farming alone, my family's annual income reaches over 100 million VND. In addition, I have invested in planting 2.5 hectares of acacia trees, which will be harvested in 2025, with a value of 220 million VND. During the process of economic development, I have participated in training courses on scientific and technical transfer organized by specialized agencies." To date, thanks to persistently developing suitable economic models, my family has gradually stabilized our lives and officially escaped poverty.

Besides creating livelihoods and supporting production to increase people's income, the implementation of the sustainable poverty reduction program for the period 2021-2025 has led to the investment and construction of many infrastructure projects, creating favorable conditions for people's lives and production development. A notable example is the renovation and upgrading of the Ban Gieng-Deo Cuom road in Tri Le commune. This is a vital road connecting the communes of the former Van Quan district to several neighboring communes. However, due to its age, the road had seriously deteriorated. In response to this, in 2024, using funds from the National Target Program for Sustainable Poverty Reduction, relevant units implemented the renovation and upgrading of the road, spanning over 4.5 km.

The completed road has facilitated travel for the people. Mr. Hoang Xuan Linh, from Na Lung village, Tri Le commune, said: "Previously, every time I had to go to the old Van Quan district center, I faced many difficulties because the road was full of potholes. However, in 2024, after being renovated and upgraded, travel on the road is much easier, and it's also easier for people to transport agricultural products for sale."

With the support of the State and the efforts and determination of the people, the implementation of the National Target Program for Sustainable Poverty Reduction in the province for the period 2021-2025 has achieved positive results. During the period 2021-2024, the average poverty reduction rate in the province was 2.95% per year; the multidimensional poverty rate in the province decreased by 4.3% per year. It is projected that by 2025, the poverty rate in the province will be below 3%, achieving the set target.

Despite achieving positive results, poverty reduction efforts in the province still face numerous challenges. Therefore, in the coming period, the Provincial People's Committee will continue to direct relevant agencies to urgently review, assess, and classify poor households according to the new multidimensional poverty standard for the 2026-2030 period. This will serve as a basis for implementing poverty reduction projects and policies; investing resources in poverty reduction with a focus on key areas and sustainability; and continuing to support the creation of stable livelihoods for people to escape poverty sustainably. With the achievements made in the past and the solutions being implemented, it is believed that the sustainable poverty reduction program in the province will continue to achieve even more positive and significant results in the future. This will contribute to the successful implementation of the overall socio-economic development goals and tasks in the province.
