Following the policy of the Ministry of Public Security, starting in the last months of 2019, the Thong Nhat Commune Police (Ha Long City, Quang Ninh Province) was assigned by the Provincial Police Directorate to deploy 4 regular officers from Hoanh Bo District Police to assume the positions of Thong Nhat Commune Police. Along with practical demands and to meet the overall task requirements, the unit was further reinforced to 10 personnel (including 9 officers and soldiers and 1 contract worker). Although the force is not large, the Thong Nhat Commune Police has contributed to ensuring political security and social order in an area with inherent complexities due to issues related to compensation and land clearance.

A new era - New solutions

“In 2024, many socio-economic development projects were implemented in the commune, including projects where land clearance affected dozens of individuals and households because their properties and land were within the boundaries of the projects to be cleared. Through monitoring the situation, the commune police learned that more than 30 individuals and households were not entirely in agreement with the project's implementation, especially regarding compensation, and intended not to hand over the land or obstruct construction. The commune police proactively advised the Party Committee and the local government to direct and propose specific measures; based on this, working groups were established to meet with and understand the aspirations and concerns of these individuals and households, and to conduct individual persuasion and education campaigns. Through persistent efforts, after a period of implementing these solutions, more than 30 individuals and households finally understood and agreed to accept the compensation and voluntarily vacate the land.” "They voluntarily donated the land, dismantled the structures themselves, and handed over the site to the construction unit, avoiding the need for forced demolition, construction security, and potential risks to public order and security," recalled Major Nguyen Tien Hung, Head of the Thong Nhat Commune Police.

Many effective measures and approaches have been implemented by the Thong Nhat Commune Police, and the people have enthusiastically responded. Faced with the encroachment of online fraud and property theft, the commune police advised the local government to mobilize various sectors and forces to coordinate with villages to establish 12 Zalo groups: "Criminal Crime Prevention," with up to 3,000 members representing households participating. Through these community groups, people quickly reported crimes, and the commune police immediately prevented 25 incidents where perpetrators were attacking, luring, or threatening victims into transferring money. As a result, in 2024, no residents in the commune became victims of online fraud. Given the large geographical area and dense population, the commune police have effectively utilized the security camera model in ensuring security and order, serving the socio-economic development of the locality. This model has had a positive impact on the community, helping to increase individual awareness and promptly detect violations of the law through the camera system, contributing to ensuring good security and order. Colonel Vu Thanh Tung, Deputy Director of the Quang Ninh Provincial Police, said: “After a period of deploying regular commune police forces at the commune level, many important results have been achieved, such as: strengthening the presence of police forces at the grassroots level; effectively handling complex cases from the outset, preventing them from escalating into “hot spots”; maintaining stability in security and order; reducing social order crimes; promptly resolving cases related to rural security, complaints, land disputes, etc., preventing them from becoming complicated; quickly receiving and processing administrative procedures at the grassroots level, saving time and effort for the people; and especially strengthening the people's trust, contributing to building a solid people's security posture.”

Overcoming difficulties and strengthening confidence.

Nestled at the foot of the misty Ba Vi mountain, Ba Vi commune (Ba Vi district, Hanoi) is primarily inhabited by the Dao ethnic minority, most of whom make a living from traditional herbal medicine. This pristine and tranquil area is home to many important historical and cultural relics, making it a popular destination for tourists . In recent years, the trend of taking photos with wild sunflowers in Ba Vi National Park has attracted a large number of visitors, especially young people. "Every wild sunflower season, the entire commune police force is on high alert to serve the children's enjoyment," Captain Nguyen Huy Vinh, Deputy Head of Ba Vi Commune Police, jokingly said. The winding, steep road for taking photos with wild sunflowers poses a risk of traffic accidents, so during the time when everyone flocks to the area to admire the clouds and wild sunflowers, the commune police are busy and stressed, deploying personnel to maintain security and order. Tourists, especially young men and women, tend to voluntarily comply with traffic safety regulations only when they see police officers in uniform. Therefore, the more people gather for recreation, the more work the police officers of Ba Vi commune have to do.

As one of the most remote administrative units from the capital, Ba Vi is also promoting digital transformation to minimize travel and commuting pressure for its residents. However, the difficulty lies in the fact that residents themselves are unfamiliar with using the internet and cannot operate online. Therefore, at the already cramped and makeshift police station (which occupies only a small area within the People's Committee building and even lacks restrooms), officers and soldiers are always on duty to assist residents when they need to access public services or declare information on the Public Service Portal. Having taken over the task of registering and issuing license plates for motorcycles and scooters from the recently dissolved Ba Vi District Police, and recently in May, the first new car license plate issued by the Ba Vi Commune Police was handed over to its owner right at the station…

Known for being the most densely populated ward in Hanoi, with over 90 towering apartment buildings, Hoang Liet ward (Hoang Mai district, Hanoi) also houses the Phap Van student dormitory, which regularly accommodates up to 5,000 students. Management is based on the establishment of Zalo groups within high-rise apartment buildings, residential areas, and student dormitories to monitor the situation, receive feedback, and readily respond to residents' requests and security incidents. The Hoang Liet Ward Police also handles ID card, driver's license, and vehicle registration procedures, issuing license plates, and has implemented these new services since March 1st. At the ward police station, there is always an officer on duty 24/7 to receive and assist with any questions, inquiries, and requests from the public regarding population data, electronic identification, and services on the public service portals as regulated. To create long-term stability for residents in the ward, including temporary residents, the police officers always encourage and remind individuals, students, and pupils to declare their temporary residence on the public service portal using their level 2 VNeID identification account, said Lieutenant Nguyen The Anh. Completing the temporary residence declaration on the service portal will give residents more advantages in terms of electricity and water prices, according to the issued regulations and policies.

To meet the requirement of handling up to 35 administrative procedures and online public services at the grassroots level, local police leaders have been implementing a comprehensive range of solutions, such as upgrading network systems, computers, and software for managing records, electronic authentication, and digital signatures to ensure synchronization, interconnectedness, and rapid data sharing and processing. All of this aims to best serve the people, businesses, and society as a whole; ensure the effectiveness and efficiency of grassroots police operations; and achieve the goal of "Comprehensive provincial development, strong communes, and grassroots engagement."
