Despite having many advantages in terms of geographical location, area, resources, climate, and infrastructure, Di Linh has consistently lagged behind in the province's New Rural Development (NRD) development map for many years. This necessitates Di Linh's own unique approach and effective solutions to accomplish its mission. After a thorough review and assessment of the NRD implementation in the district and its individual communes and towns, Di Linh district issued a NRD development plan in early 2023.
According to Comrade K'Broi, Permanent Deputy Secretary of the Di Linh District Party Committee, the issuance of the project is a turning point and a breakthrough in the leadership and management of the local Party committee and government in the construction of new rural areas in the locality. It allows for an objective and comprehensive assessment of the results of new rural area construction, recognizing the limitations and shortcomings in the work, and subsequently developing a specific, detailed plan and roadmap of solutions to implement the criteria and achieve results.
Practical experience has demonstrated the clear effectiveness of the project over the past two years. Most notably, there has been a shift from awareness to action among the people (the main actors in building new rural areas). Before the project, a segment of the population did not fully understand the new rural area development program, viewing it as solely the responsibility of state agencies. This led to a lack of proactive participation in community-based new rural area development activities, with a tendency to rely on and expect support from the government. After the project was implemented with comprehensive solutions, the people have gained a relatively complete understanding of the nature of the National Target Program for New Rural Area Development, which is to bring tangible benefits to the people. The people know, the people discuss, the people do, the people inspect, the people supervise, the people contribute, and the people benefit... From there, each citizen has become more proactive and active, especially in proactively contributing labor, money, and land to build village roads, cultural centers, and public welfare facilities; voluntarily dismantling and clearing structures and buildings within the traffic safety protection corridor; participating in improving the environmental landscape... These are extremely effective and practical actions that make the face of the countryside increasingly vibrant.
The National Target Program for New Rural Development has mobilized the participation of the entire political system from the district to the grassroots level, and all strata of the people. This is clearly demonstrated by the effectiveness of the "Saturday for New Rural Development and Civilized Urban Areas" program. This program is one of the highlights in new rural development in Di Linh. Currently, 100% of communes and towns have developed detailed implementation plans for each week and month, clearly defining: the content of work, the volume, the location (village, residential area), the number of participants, and the composition of participants. Activities of the "Saturday for New Rural Development and Civilized Urban Areas" program have become regular and continuous activities in residential areas. From here, many good models and practices have been formed and spread widely, such as: the "5 No's, 5 Yes's, 3 Cleanliness" model of the Women's Union in communes and towns, the "Little Squad" model of the Youth Union in Dinh Lac commune, the Youth Volunteer Team of the Youth Union in communes and towns, the "Self-managed Roads" model of the Veterans' Association in communes and towns, the "Green, Clean, and Beautiful Office" model of the Trade Union at all levels, etc.
Comrade Tran Duc Cong, Chairman of the People's Committee of Di Linh district, affirmed: With the involvement of the entire political system from the district to the grassroots level, and especially the joint efforts and unity of all strata of the people, the leadership, direction, and implementation of the National Target Program for building new rural areas in Di Linh have achieved many remarkable results. To date, 18 out of 18 communes in Di Linh district have basically completed the dossiers for reviewing communes that meet the standards of new rural areas; Hoa Ninh and Dinh Lac communes have completed the dossiers for reviewing communes that meet the standards of advanced new rural areas; and Hoa Ninh commune has completed the dossier for reviewing communes that meet the standards of model new rural areas according to the national criteria for the 2021-2025 period.
Di Linh district has basically met 9 criteria with 36 indicators. The district has now submitted all the required documents and materials to the Lam Dong Provincial New Rural Development Coordination Office for consideration and recognition as a New Rural Development standard district.
The practical implementation of the project over the past two years has provided Di Linh district with important lessons learned. These include: building new rural areas must prioritize the people; it must be done by the people and for the people; it must foster consensus, unity, and solidarity among the people; and it must utilize the people's strength to serve the people. This is a tremendous resource that is decisive to the success or failure of building new rural areas. Propaganda work must always be at the forefront, conducted regularly and continuously, and in-depth, focusing on each content and theme throughout the implementation process. Leaders must be dedicated, willing to sacrifice personal interests for the common good, setting a good example and leading the way so that officials and the people can follow...
Building new rural areas has only a beginning, not an end; it is a continuous process leading to the ultimate goal of improving the quality of life for the people. The valuable lessons learned during the two years of implementing the project and the visible transformations in the process of building new rural areas provide an important basis for Di Linh district to proactively continue to effectively carry out tasks related to this issue, in line with the rearrangement and reorganization of administrative units at all levels and the current two-tiered local government model.
