This is a groundbreaking and necessary step to reform the political system in accordance with the Party's policy, but it is difficult and sensitive, requiring a high degree of unity in understanding and action.
1. In Conclusion No. 50-KL/TƯ dated March 28, 2023, on continuing to implement Resolution No. 18-NQ/TƯ dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam, "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient," the Politburo acknowledged that the results of implementing Resolution No. 18 have contributed to overcoming some limitations in the effectiveness and efficiency of the organizational structure, perfecting the overall model of the political system, and creating a foundation for continued effective implementation.
However, the awareness and responsibility of some Party committees, Party organizations, leadership teams, and heads of some agencies, units, organizations, and localities are not yet complete or profound; the determination to implement is not high enough, still mechanical, and not linked to improving the effectiveness and efficiency of operations; the reorganization of the organizational structure is not linked to downsizing the workforce according to job positions and restructuring, improving the quality of the contingent of cadres, civil servants, and public employees, and attracting talent. The functions and tasks of some agencies and organizations are still overlapping, redundant, and inappropriate, reducing the effectiveness and efficiency of operations...
In Hanoi, the City Party Committee's Organization Department recently conducted a three-month study and survey of 15 units (including 10 departments) to gather scientific evidence for assessing personnel, organizational structures, and proposing solutions for restructuring. The results revealed five key shortcomings. Generally, the organizational structure of the departments remains cumbersome, with many intermediate levels and multiple points of contact. The number of officials, employees, and workers is large and slow to be streamlined. Some units have not been timely in advising on the review, restructuring, and consolidation of functions, tasks, and powers in accordance with the circulars of the relevant ministries and other related documents. The functions, tasks, powers, and internal organizational structures of the departments and agencies; the working relationships between departments and agencies, and between specialized divisions, sub-departments, and affiliated units of each agency are unclear, overlapping, and impractical.
This practice is entirely consistent with the requirements and tasks directed by the Politburo in Conclusion No. 50. These include continuing to streamline the internal organization of agencies, units, and organizations; reviewing, supplementing, and perfecting the functions, tasks, powers, and working relationships of each agency and organization to ensure the elimination of overlapping, duplication, or omissions of functions and tasks between agencies and organizations within the political system... Completing the list of job positions along with the competency framework and job descriptions of the political system as a basis for determining the staffing levels of each agency and unit in accordance with their functions, tasks, and practical realities, linked to a realistic assessment and accurate classification of civil servants and public employees.
2. To effectively carry out this task, Party committees, Party organizations, and the contingent of cadres and Party members in each agency and unit must clearly identify this as an important political task; a job that cannot be ignored. Only by doing this can we improve the effectiveness and efficiency of operations, enhance professionalism, and improve the quality of service to the people. This is also the basis for taking a further step in reforming salaries, increasing income for cadres, civil servants, and workers; and is a fundamental solution for preventing and combating corruption and negative practices...
The Hanoi Party Committee will proceed step-by-step, ensuring high unity in awareness and action, starting first within the Standing Committee and the Party Committee. The spirit is to create a breakthrough in thinking, with internal efforts leading the way, ensuring "communication" first, then spreading throughout the entire political system, ensuring adherence to the spirit pointed out by General Secretary Nguyen Phu Trong, namely: "The lead is given, the support follows," "One call is followed by a response," "Unity from top to bottom," and "Smooth communication throughout."
During this process, more than anyone else, the departments and agencies themselves must be proactive, determined, and resolute in researching and proposing solutions. Because no one understands the nature and realities of the system, the people, as well as the thoughts and aspirations of the staff and civil servants better than the Party committees, the leadership, and especially the heads of each unit.
Each agency and unit needs to focus on effectively carrying out propaganda and mobilization tasks, thoroughly explaining the relevant policies of the Central Government and the city... to ensure high unity in both understanding and action within the collective and among individuals. At the same time, widespread communication is necessary to ensure public understanding and support.
When conducting research and making proposals, a fundamental principle must be adhered to: all content within assigned areas, from the city level to the grassroots, must be managed synchronously, uniformly, and consistently through a single point of contact, avoiding overlap, duplication, or omission of tasks, in accordance with current regulations and consistent with the practical conditions of the city.
Equally important is that the organizational restructuring process must adhere to the Party's guiding principles and the State's legal regulations, ensuring the proper implementation of policies and safeguarding the legitimate rights and interests of cadres, civil servants, and workers, reflecting the humane spirit of the Capital. Absolutely no mechanical restructuring should be undertaken; efficiency must be the ultimate goal.
