From bridges connecting the wide riverbanks to highways traversing new territories, Thanh Hoa is daily "drawing" a new development map with projects of contemporary scale. The new "breath" of life in key public investment projects continues to spread, opening up vast connectivity between dynamic economic regions, facilitating circulation, trade, and stimulating investment attraction.
Roads connecting roads, bridges connecting the future.
Joy, excitement, and pride in the changes to their homeland are the feelings and pride of the people of Thieu Quang commune (Thieu Hoa district) as the Xuan Quang bridge was inaugurated in the early days of spring this year, fulfilling a "promise." For generations, the mother river - the Ma Giang - has been the natural boundary between Thieu Quang commune (Thieu Hoa district) on the right bank and Hoang Hoa district. Therefore, to cross into Thieu Quang from Hoang Hoa district, both people and vehicles had to precariously cross a pontoon bridge or detour through Thieu Thinh to Thieu Quang. This "difficulty" has been "resolved" by the existence of the bridge named "Xuan Quang," embodying the faith, determination, and strategic vision of the province.
The Xuan Quang Bridge is a component of the project connecting National Highway 1A with National Highway 45 from Hoang Xuan commune (Hoang Hoa district) to Thieu Long commune (Thieu Hoa district). The bridge itself has a total investment of 655 billion VND, with a length of 1,042 meters and 25 spans. According to the strategic assessment of the province and relevant agencies, the investment in the construction of the Xuan Quang Bridge not only has significant social benefits – connecting the two banks of the Ma River for residents – but also shortens travel time for people in the northeastern districts of Thanh Hoa province, such as Hoang Hoa, Nga Son, and Hau Loc, with the western districts. In particular, it is a crucial impetus for the formation and development of modern industrial zones in the area, by strengthening trade connections between National Highway 1A, National Highway 45, and the North-South Expressway.
Along with the project connecting National Highway 1A with National Highway 45 from Hoang Xuan commune (Hoang Hoa district) to Thieu Long commune (Thieu Hoa district), with the highlight being the Xuan Quang bridge, the multi-billion dollar project - the Van Thien to Ben En road - also officially opened for technical traffic this spring. With a total investment of 1,181 billion VND, the Van Thien to Ben En road involves the construction of 12.19 km of new road with 4 lanes. This project promises to revitalize the Ben En National Park ecotourism area (Nhu Thanh district), with a determination to attract "large-scale" investors.
Construction work on the North-South railway overpass is underway with "3 shifts, 4 teams" to ensure it is ready for inauguration on National Day, September 2nd, this year.
According to Vice Chairman of the Provincial People's Committee Mai Xuan Liem at the technical opening ceremony of this project, this will be a connecting route between the North-South expressway and Ben En National Park, and a new route connecting to the center of Ben Sung town when put into operation, creating conditions for expanding development space to the southwest for Nong Cong and Nhu Thanh districts; at the same time, effectively exploiting the potential and advantages of tourism, ecology, resorts and entertainment services of Ben En National Park.
From the perspective of the province's leadership and political determination, in 2024, Thanh Hoa City commenced construction on 4 key projects with a total investment of over 2,000 billion VND: the North-South railway overpass project; the Le Loi Boulevard expansion project... These projects are all highlights in the strategy to promote local socio-economic development.
According to the Thanh Hoa City Investment and Construction Management Board, the North-South railway overpass project and the approach roads at both ends of the East-West Boulevard have a total investment of over 647 billion VND. The investment aims to complete the transportation system according to the approved plan, create an architectural highlight in the city; synchronously connect transportation infrastructure and urban technical infrastructure, creating favorable conditions for people's travel; reduce traffic congestion on National Highway 47 section crossing the North-South railway; and connect urban areas to the east and west with the city center, serving the economic, cultural, and social development of Thanh Hoa City.
In this project, the North-South railway overpass and the approach roads have a total length of 800m. According to the design, the bridge is aesthetically decorated to create a highlight for the urban space of Thanh Hoa City. Mr. Thai Hoai Ha, the construction site manager for the North-South railway overpass, shared: “As of mid-April 2025, the construction unit has completed more than 50% of the project. Currently, the construction unit is focusing its human and material resources on working in '3 shifts, 4 teams' with urgency, quality, and safety, ensuring that the project will be technically opened to traffic on National Day, September 2nd, 2025.”
With the perspective of "infrastructure leading the way," many key public investment projects with inter-regional connectivity value have been and are affirming their vital role. From the "road connecting the two ports" Nghi Son - Sao Vang to the East-West 4 road to Nghi Son Port, the road connecting Sam Son City with the Nghi Son Economic Zone... the completion and operation of these projects are not only highlights of infrastructure, but also the foundation and impetus for the development, inter-regional connectivity, and important economic axes of the province.
A new "breath of life" from major projects taking shape.
Infrastructure investment in Thanh Hoa continues to be boosted, with a series of key public investment projects recently launched and others being rapidly constructed. These massive construction sites, bustling with activity day and night, not only demonstrate the province's strong political determination but also ignite expectations for new breakthroughs in the near future!
On April 19th, another multi-billion dollar project – the South Ma River Boulevard Phase 2 – officially commenced construction. This is one of 80 key projects across all three regions of the country that were simultaneously launched to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025). "The nation rejoices" – the groundbreaking ceremony stirred feelings of pride, confidence, and hope in millions of Vietnamese hearts.
It is known that the South Ma River Boulevard Phase 2, the section from Quang Hung Ward to the end of Quang Tam Ward, is a Group B, Level II transportation project, with the Thanh Hoa City Investment and Construction Project Management Board as the investor, with a total investment of over 1,442 billion VND. The project starts at Km5+792.36 in Quang Hung Ward and ends at Km11+427.53 at the end of Quang Tam Ward, spanning over 5.6km and including items such as: roadbed, sidewalks, electricity system, drainage system, water supply, tunnels, trees, grass, and a bridge over the Thong Nhat River..., expected to be completed in October 2026.
The second phase of the South Ma River Boulevard has just been launched, along with 80 other key projects nationwide, on the occasion of "National Rejoicing".
The route will effectively link with the coastal road and inter-regional transport axes, meeting the needs for travel and goods transportation, while expanding urban development space. The project also has strategic significance, along with other major projects such as the North-South railway overpass; the extended Le Loi Boulevard and the East-West Boulevard currently under construction, creating a closed transport system connecting from West to East, from Thanh Hoa City to Sam Son City; creating momentum for urban development, increasing the ability to attract investment, and promoting the socio-economic development of the province.
Chairman of the Thanh Hoa City People's Committee, Le Trong Thu, stated: “Given the importance of the project, immediately after the groundbreaking ceremony, based on the approved project schedule, we assigned the Thanh Hoa City Investment and Construction Management Board to closely monitor the construction site, promptly resolving any issues related to land acquisition and construction techniques. The city will also regularly update the situation and direct the Investment and Construction Project Management Board to closely supervise and manage the project. In particular, the preparation of funding will be prioritized and processed promptly to ensure the contractor can proceed with construction smoothly.”
In 2025, the province's public investment plan, funded by the state budget, will allocate over 14,000 billion VND. This is a crucial resource to expedite the commissioning and use of already started projects and to launch more strategic projects. This year, 13 major, key public investment projects are currently underway. Many projects have significant inter-regional connectivity implications, such as: the construction of the coastal road section from Nga Son to Hoang Hoa; the road connecting the North-South expressway to National Highway 1A leading to Nghi Son Port; the upgrading and expansion of Le Loi Boulevard from Phu Son intersection to Dong Bridge, Thanh Hoa City; and the road connecting Bim Son Industrial Park to the coastal road section from Nga Son to Hoang Hoa. The road connecting Thanh Hoa City with Tho Xuan Airport, the section from No Hen Bridge to Provincial Road 514... As of April 16, 2025, the entire province had disbursed 2,895 billion VND, equivalent to 20.4% of the detailed capital allocation plan. Units and localities are actively implementing comprehensive solutions to ensure the disbursement progress as set out in Directive No. 02/CT-UBND, dated January 17, 2025, of the Chairman of the Provincial People's Committee.
Each new bridge, each extended road, each major infrastructure project taking shape not only solves traffic problems but also opens up opportunities for economic development, urbanization, and international integration for Thanh Hoa. Along these newly completed transportation routes are new industrial zones, multi-billion dollar projects, and high-tech factories. With the boost of infrastructure and a favorable investment environment, Thanh Hoa is entering a phase of receiving large-scale investment, opening up expectations for a strong breakthrough!
