Mr. Pham Thong Nhat, Deputy Director of the Department of Science and Technology of Ca Mau province, said: The operation of the KPI software aims to concretize Government Decree 335 and the Provincial People's Committee's Plan 203 on evaluating and classifying civil servants.
The Department of Science and Technology, in coordination with the Department of Internal Affairs and the Provincial People's Committee Office, selected technology solution providers with the capacity and experience to ensure seamless connectivity with the province's document management system (iOffice). After evaluation, three partners were recommended for selection: VNPT Ca Mau, Viettel Ca Mau, and Note Vietnam Co., Ltd.
Initially, Ca Mau province will pilot the program in six units representing various government agencies, including: the Provincial People's Committee Office, the Department of Science and Technology, the Department of Internal Affairs, and the People's Committees of Tan Thanh, An Xuyen, and Bac Lieu wards.
KPI software is a groundbreaking solution, dramatically shifting from a management mindset to performance management using digital data, avoiding subjective evaluations.
Synchronizing infrastructure and integrating artificial intelligence (AI)
Alongside infrastructure improvements, technical connectivity efforts have also been implemented vigorously. From June 10th to June 20th, solution providers successfully connected their application programming interfaces (APIs) with the province's iOffice system, completing configuration and installation of separate KPI metrics, ensuring personalization and suitability to the specific professional tasks of each agency and unit.
In addition to the technical foundation, from June 23rd to 26th, the Department of Science and Technology successfully coordinated and organized 9 training courses for over 600 officials and civil servants from the pilot units, helping the staff quickly access and master the operational process.
Officials and civil servants participated in a training course on KPI software, in preparation for the pilot launch on July 1st.
Lieutenant Colonel Pham Van Phuc, Deputy Director of Corporate Customers at Viettel Ca Mau, stated: "Besides meeting the criteria according to Government Decree 335, Viettel Ca Mau also focuses on providing optimal benefits such as integrating artificial intelligence (AI) to support users in intelligently managing work progress, applying AI in conference management, and automating the drafting of administrative documents."
“We have established five specialized task forces, each with 8-10 engineers. This force will be stationed directly at the agencies to promptly handle any technical issues that arise and provide hands-on guidance to officials and civil servants until the system is fully stable,” added the Deputy Director of Corporate Customer Services at Viettel Ca Mau.
Technology engineers guide officials and civil servants in mastering the operation process of the KPI software.
The pilot phase will last for 3 months (from July 1st to October 1st). During this time, the province will conduct a comprehensive evaluation and refine the system before expanding it throughout the province, aiming to build a modern, transparent, and efficient administrative system.
