Method 1: Register at the National Public Service Portal
Step 1: Access the link: https://dichvucong.gov.vn/p/home/dvc-dang-ky-xe.html > log in to your public service account.

Step 2: Fill in the required information > Click "Search Vehicle Information" > Enter the information
The serial number of the factory quality control certificate is the number on the label of the factory quality control certificate.
Vehicle registration fee file code (information can only be retrieved after the financial obligations have been fulfilled).
Step 3: Verify the information
The vehicle owner's personal information, which is automatically filled in by the system, is taken from the taxpayer's information and the National Public Service Portal account information. Therefore, applicants need to carefully review their personal information, especially information about:
The address of the vehicle owner (declared according to the household registration; the traffic police will use this address to notify the location for vehicle registration and license plate issuance).
The vehicle owner's phone number (provide the correct phone number; the traffic police will send a text message to inform you of the time and location for vehicle registration and license plate issuance).
Information regarding tax payments and vehicle details is automatically retrieved from the vehicle registration and tax systems and therefore cannot be edited.
If an electronic invoice number is issued when buying or selling a vehicle, you can add it to the "Electronic Invoice Number" field, but it is not mandatory.
If individuals or businesses purchase vehicles for transportation purposes, they can enter additional information fields, but it is not mandatory:
- Transportation business license number.
- Date of issue.
- Place of issuance.
Step 4: Check the box for the declaration >> Click Submit Declaration
Step 5: Bring the vehicle and documents directly to the vehicle registration office.
The documents you need to prepare include:
- Vehicle owner's documents (ID card/Citizen's identity card/Passport/Other documents of the vehicle owner).
- Vehicle registration form.
- Documents proving the transfer of vehicle ownership: Invoice as prescribed by the Ministry of Finance .
- Documents proving payment of registration fees (receipt for payment into the state budget, receipt, payment authorization form, or electronic registration fee application code).
- Documents proving the vehicle's origin: Factory quality inspection certificate (for domestically assembled vehicles) or customs documents/electronic customs data (for imported vehicles) or Decision on vehicle confiscation and transfer to the state treasury (for vehicles confiscated and transferred to the treasury), vehicle records from military liquidation sales.
The officer in charge of vehicle registration will check the vehicle's documents and actual condition, then guide the owner to select a license plate number on the vehicle registration system.
Step 6: Go to receive the appointment slip for collecting the vehicle registration certificate, pay the vehicle registration fee, and receive the license plate.
Method 2: Register on the Traffic Police Department's website.
Step 1: Access the link: http://csgt.vn:8888/ >> Select "Register and obtain license plates for the first time"
Step 2: Select "Declaration" and fill in the information required by the form, including all the required information.
- Select the type of vehicle.
- Choose a vehicle registration location.
- Fill in the vehicle owner's information:
+ Individuals: Fill in name, year of birth, ID card/passport number, date of issue, place of issue, address, phone number, email.
+ Organization: Fill in the name of the organization; headquarters; name, year of birth, ID card/passport number, date of issue, place of issue, address, phone number, and email address of the representative.
Step 3: Review the information and click Register.
Step 4: Call the vehicle registration office in your place of residence and schedule an appointment with the registration officer, specifying the location for registration via phone or email.
Step 5: Bring the vehicle and vehicle documents to the vehicle registration office to complete the registration procedures.
Follow step 5, method 1.
Step 6: Go to receive the appointment slip for collecting the vehicle registration certificate, pay the vehicle registration fee, and receive the license plate.
