On October 22nd, the City's Civil Defense Command announced that irrigation reservoirs in the area have reached 73% of their designed capacity (approximately 82 million m3/113 million m3). Current plans are in place to proactively operate these irrigation and hydroelectric reservoirs safely, ensuring the safety of the structures and downstream areas, based on scenarios of heavy rainfall.
Since September 28th, the City's Civil Defense Command has issued five orders to operate reservoirs in the Huong River basin to gradually lower water levels, creating flood control capacity in preparation for heavy rainfall from Typhoon No. 12. Currently, most reservoirs maintain low water levels compared to normal levels.
The current water levels in Huong Dien and Binh Dien reservoirs are capable of mitigating the peak flood level of a 400mm rainfall event, while Ta Trach reservoir is capable of mitigating the peak flood level of a 500mm rainfall event. The relevant agency has developed four operational scenarios for the interconnected reservoirs corresponding to rainfall amounts of 600-1,000mm.

Due to the influence of the storm's circulation and cold air combined with easterly wind disturbances and topographic effects, heavy to very heavy rain is forecast on land from October 22-24. The total rainfall for the entire period due to Typhoon No. 12 is expected to be 250-500mm, with some areas exceeding 600mm. The rain, along with the impact of large waves and high tides, has caused seawater to flood into Tam Giang Lagoon, resulting in localized flooding in low-lying areas, including Thuan An, Duong No, Hoa Chau wards, and areas along the lagoon and Con Toc ferry terminal (Dan Dien commune).
