In the 2018-2019 school year, the main campus of Ta Van Chu Ethnic Minority Boarding Primary School had 9 classrooms and 216 students, including 146 boarding students. Due to the high water demand from students, water shortages have become commonplace during this season. Teacher Vuong recounted: "When the hot weather lasts for about a week, the commune's water supply runs out of water, and the school's reservoir also runs dry. Teachers have to use motorbikes to carry plastic containers to ask for water from residential areas nearly 2 km away from the school. Because it's a self-sourced water supply from households, each time they go to ask for water they only get about 10 plastic containers (20 liters of water). The school also considered bringing its own water supply, but the water source is far away, the budget is limited, and choosing a water source is very difficult. Areas with water are often near people's fields and hills, and the biggest worry is that the water might be contaminated with herbicides."
At Ta Van Chu Ethnic Minority Boarding Junior High School, the practice of each student having to bring two plastic containers to class, as was the case two years ago, seemed to have disappeared. However, this year's dry season has brought the situation back to serve the needs of sanitation and watering vegetables grown as part of the school's practical model. This school year, the school has 132 boarding students. Teachers and students have to use water very sparingly. In 2018, the school received investment to build a new water tank (50 m3) to store water, but the shortage of water for daily use still occurs. Mr. Chu Hoang Yen, the school principal, said: "Since it was put into use, this water tank has never been full because the water is used up as soon as it's available. During heavy rain, the highest water level in the tank is about 30 m3, only enough for the entire school's students for about a week. The water supply from the commune's water supply system is intermittent." The school hired a surveyor to drill a well near the school, but after nearly two months of drilling in various locations, there was still no water. If the weather is sunny for a week or more, students will have to carry plastic containers to school.

Sharing the same plight as the primary and secondary schools, the Ta Van Chu commune kindergarten is also facing a shortage of clean water. The main school campus has only 45 students, but access to clean water is a major challenge for the teachers. The school has only one 3-cubic-meter tank, and in early March, the four teachers at the main campus had to take turns fetching water from local residents' homes for daily use and to prepare lunch for the students. Teacher Vuong Thi Ngan confided: "Because the school is located on high ground, it's very difficult to get water, and the main source of water for daily use is the commune's water supply. To have water, the school often asks primary or secondary school teachers for help to collect a little water; otherwise, we take turns asking for water from households about 500 meters below the school. Water at the school is used very sparingly; water used for washing vegetables, rinsing rice, and washing children's hands and feet is saved for watering plants and cleaning the toilets."
According to our investigation, in 2017, a centralized water supply system was invested in the center of Ta Van Chu commune. The system was intended to serve three schools, the commune's People's Committee, the health station, and several households in the area. However, since its operation began, it has been unable to simultaneously supply enough water to all the facilities, schools, and households.
Given this situation, schools and residents in Ta Van Chu commune earnestly hope to receive assistance from all levels of government, relevant agencies, and Bac Ha district to overcome difficulties and ensure access to clean water during this year's dry season.
