Ho Chi Minh City is urgently implementing Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
In Resolution 98, we note that the city will issue two main groups of policies aimed at attracting social investment in science and technology (S&T) and innovation, with the main driving force being tax exemptions and reductions for individuals and organizations investing in these activities.
In fact, although public investment in science and technology and innovation is dominant, mobilizing social resources remains a necessary solution to ensure that scientific research and innovation activities can meet the needs of society.
In policies aimed at attracting private and international resources for science and technology activities, tax exemptions and reductions are crucial levers. However, even good policies like tax exemptions and reductions will not be effective without simultaneous administrative procedure reforms. The reality is that researchers are often exhausted by the lengthy procedures for project approval and settlement, not by the research itself. Some have even suggested that the paperwork for project settlement is thicker than the research results themselves.
The cumbersome and complex regulations regarding settlement and acceptance are one of the barriers that discourage scientists from conducting research. Therefore, in addition to issuing policies on tax exemptions for scientific research and innovation activities, we propose that the city government should issue regulations related to the settlement and acceptance procedures for scientific and technological projects and innovation projects in a way that is as simple as possible so that scientists can dedicate more effort to research. In other words, innovation must be carried out in parallel with administrative procedure reform to fully realize the advantages of these policies.
