Improving public service spaces.

Despite being places that directly serve citizens and businesses, many commune-level public administrative service centers in Ho Chi Minh City are cramped, overcrowded, and have outdated equipment. This situation highlights the urgent need for investment in synchronized and modern infrastructure, and expansion of service space.

Limited space, overcrowding.

Around 9 a.m. on Monday morning, Ms. Nguyen Thi Ha arrived at the Ben Thanh Ward Public Administrative Service Center (Ho Chi Minh City) to submit her documents. It was peak hour, so the center was very crowded. Ms. Ha stood temporarily outside the entrance while waiting for her turn, occasionally having to move closer to the wall to make way for others.

The one-stop service area of ​​the Ben Thanh Ward Public Administrative Service Center is just over 45 square meters , furnished with a long row of desks for 7 civil servants to receive and process applications and return results. The remaining space is allocated to some chairs for people to sit while waiting. Inside, there is also an internal room, approximately 13 square meters , where 7 civil servants work.

Mr. Mac Hong Linh, Deputy Director of the Ben Thanh Ward Public Administrative Service Center, said that the entire former Ben Thanh Ward Party Committee and People's Committee headquarters, designed for 30-40 people, is now used as the headquarters for the People's Council, People's Committee, and the Ben Thanh Ward Public Administrative Service Center, with over 80 people working there, making it very cramped. The area allocated for all 17 officials and civil servants of the center to work and receive citizens is only about 70 square meters . Meanwhile, the center receives approximately 150 people daily for administrative procedures, leading to situations where there isn't enough space for people to wait.

Similarly, the Public Administrative Service Center of Phu Thuan Ward (Ho Chi Minh City) is located on the ground floor of the Ward Party Committee - People's Council - People's Committee headquarters. The center has a total area of ​​approximately 70m² , furnished with a reception counter for receiving and returning results of administrative procedures; an information area; a post office area for receiving requests to send documents via mail; and waiting chairs… During peak hours, many people often have to stand outside waiting for their turn because there are no seats available. Standing outside the lobby, occasionally glancing inside to see if it's almost their turn, Mr. Tran Minh An (a resident of Phu Thuan Ward) complained: “The center is right on the main road, but the space is cramped, and there's no parking space either. We have to park our cars at the nearby military command.”

The one-stop service department of the An Phu Dong Ward Public Administrative Service Center is located within the ward's People's Committee premises, receiving hundreds of citizens daily with approximately 300-500 applications. Many citizens commented that the area and space of the one-stop service department are quite cramped and do not adequately accommodate additional areas for providing information and administrative procedures; information lookup; and support for online public services…

Promote administrative reform solutions.

Mr. Nguyen Ngoc An, Deputy Director of the An Phu Dong Ward Public Administrative Service Center, said that initially, the one-stop service center only had 5 transaction counters, but the Ward People's Committee has installed an additional 4 counters. At the same time, the Ward People's Committee has temporarily renovated the adjacent area within the Ward People's Committee premises to accommodate 8 more counters for agencies and organizations under their respective sectors, along with utility service providers, the post office, and reserve counters for receiving and processing administrative procedures regardless of administrative boundaries. The Center has also provided stone benches within the Ward People's Committee premises for citizens to use when conducting business. To promptly address infrastructure difficulties, the Ward People's Committee has sent a letter to the Department of Finance proposing the need for purchasing and repairing equipment.

In addition, the ward proactively coordinates the implementation of integrated online and cashless payment solutions on the Ho Chi Minh City administrative procedures information system to facilitate citizens' payment for public services. Simultaneously, it applies citizen ID barcode scanning technology to store digitized citizen records. Support and guidance are provided to citizens for online application submission at the center and neighborhood through youth groups and members of community digital technology teams.

According to Mr. Nguyen Tuan Khai, Vice Chairman of the People's Committee and Director of the Public Administrative Service Center of Phu Thuan Ward, there are times when the center's space is insufficient for people to sit. Besides the ward's public administrative service center, the facilities at the police station for receiving citizens for public services also lack adequate space and equipment.

In light of this situation, the People's Committee of Phu Thuan Ward proposes that the People's Committee of Ho Chi Minh City promptly consider and provide feedback on the investment in the construction of a new ward People's Committee headquarters to ensure sufficient working space, including an area for a ward public administrative service center. At the same time, Phu Thuan Ward proposes repairing and relocating the ward police station's public service point to ensure adequate space and facilities for serving the people. While awaiting the new headquarters, the People's Committee of Phu Thuan Ward is promoting administrative reform and public awareness campaigns to encourage citizens to complete procedures online and receive results electronically or via mail…

One difficulty many wards and communes are facing is that their infrastructure and equipment (such as computers, scanners, and network infrastructure) are outdated, only suitable for temporary use for short periods, and do not meet the requirements for stability and modernity. In light of this situation, at meetings of the Ho Chi Minh City People's Committee with departments, agencies, and localities, Chairman Nguyen Van Duoc requested continued improvement and stabilization of the two-tiered local government apparatus.

In particular, there is a need to focus on investing in a fundamental and systematic approach to the city and commune-level public administrative service centers, especially the 38 local administrative procedure processing units that operate regardless of administrative boundaries. The comrade requested a fundamental and systematic investment in infrastructure, from software and terminal equipment to network infrastructure, to better serve citizens and businesses.
