On June 4th, in an interview with Tri Thuc - Znews , a representative from the Department of Culture, Sports and Tourism of Khanh Hoa province stated that the department had recently sent a document to the Tourism Association, the Travel Agency Branch, travel service businesses, and the People's Committee of Nam Cam Ranh commune regarding the prohibition of tourism development in the Mui Hoi area, Binh Ba Island, and Hon Chut (also known as Binh Hung Island).
The Department cites Clause 1, Article 21 of Decision No. 04/2025/QD-TTg, which stipulates that "tourism activities are prohibited in the Mui Hoi area, Binh Ba Island, and Hon Chut Island." To ensure the security and safety of the Cam Ranh military base, the unit requests that relevant agencies, units, organizations, and individuals strengthen the dissemination of this regulation to the public, businesses, tourism service providers, and tourist transport operators.
Individuals and entities are prohibited from organizing, promoting, brokering, or bringing tourists to areas where tourism activities are not permitted according to regulations.
For travel agencies and tourism service businesses, the Department requires them to continue strictly implementing Decision No. 04/2025/QD-TTg and related documents; and to refrain from organizing or conducting tourism activities in the Mui Hoi area, Binh Ba Island, and Binh Hung Island.
Businesses are also urgently required to review and cease tourism activities in the prohibited area; not to organize tours or advertise tourism products related to Binh Ba Island and Binh Hung Island to tourists.

The Department of Culture, Sports and Tourism of Khanh Hoa province requests the Tourism Association and the Travel Agency Branch to strengthen the dissemination of information to members and travel businesses regarding regulations prohibiting the conduct and development of tourism activities in the Mui Hoi area, Binh Ba Island, and Binh Hung Island; and prohibiting the organization of tours, promotion, brokerage, or bringing tourists to areas where tourism activities are not permitted according to government regulations.
Regarding the People's Committee of Nam Cam Ranh commune, the Department requests that they continue to strictly implement Decision No. 04/2025/QD-TTg of the Prime Minister; strengthen state management of tourism and tourism business activities in the area. Local authorities are required to direct the review, inspection, and strict handling of organizations and individuals conducting tourism service business activities in areas where tourism activities are not permitted.
Recently, a trend of traveling to Binh Ba and Binh Hung islands has emerged on social media, with descriptions like "pristine islands that only Vietnamese people are allowed to set foot on," attracting the attention of young people.

In fact, since 2024, the People's Committee of Cam Ranh City (before the merger) had requested the Department of Tourism, the Department of Information and Communications, and the Provincial Tourism Promotion Information Center to coordinate and instruct businesses "not to conduct or develop any types of tourism or advertise products on Binh Ba and Binh Hung islands." In addition, all tourism promotional information about these two islands currently on websites and social media was also requested to be removed.
In 2015, according to the Prime Minister's decision on regulations ensuring security and safety at the Cam Ranh military base, Binh Ba and Binh Hung islands, along with the Mui Hoi area, were prohibited from developing tourism. However, for many years, small tours and individual travelers have continued to operate openly.
Binh Ba is an island belonging to the former Cam Ranh city, Khanh Hoa province, now part of Nam Cam Ranh commune, located 60 km south of Nha Trang city center. The island has an area of about 3 km2, with pristine beaches, crystal-clear blue water, and relatively convenient access. Binh Hung Island, only 1 km from the mainland, is one of the "Four Binh" islands along with Binh Ba and two other islands, Binh Lap and Binh Tien.
