
On the morning of October 29th, the Long Bien Bridge was unexpectedly barricaded for routine repairs, forcing many motorcyclists to divert to the Chuong Duong Bridge, leading to chaotic traffic. The bridge closures caused a significant surge in traffic to the Chuong Duong Bridge and connecting roads such as Xuan Quan dike, Nguyen Van Cu, Ngoc Lam, Ai Mo… (Bo De ward), resulting in severe congestion.

Regarding the above incident, a leader of Ha Hai Railway Joint Stock Company (the unit managing Long Bien Bridge) said that the road closure for Long Bien Bridge repairs was licensed by the Hanoi Department of Construction to the Railway Project Management Board Region 1 - Vietnam Railway Corporation.
The construction permit issued by the Hanoi Department of Construction on October 27th indicates that the contractor is a joint venture between CK46 Joint Stock Company and Ha Hai Railway Joint Stock Company. The barricades are for routine maintenance of the Tran Nhat Duat bridge section at km2+215 on the Hanoi - Dong Dang railway line.

According to the traffic management plan for the construction process, the section of the Long Bien Bridge designated for non-motorized vehicles heading from Bo De Ward to Hoan Kiem Ward will be completely closed for 65 days during the construction period, from October 27th to December 31st. During this time, traffic will be rerouted via the Long Bien - Xuan Quan road and the Chuong Duong Bridge.
For Tran Nhat Duat Street, the contractor will erect movable barriers along a 6.5-meter section of the road (leaving a 6.5-meter width for traffic). This will last for 20 days (from October 27th to November 16th)...

The permit also requires that during construction, a complete system of signs, lighting, night-time warning lights, and traffic guards be stationed 24/7 at the barricaded area and the construction site entrance to ensure traffic safety.
At the same time, coordinate with local authorities and relevant agencies to widely publicize the information through mass media so that people in the area and road users are aware.

However, a leader of Hoan Kiem ward said that it wasn't until the afternoon of October 29th, after the ward proactively contacted the relevant parties, that they received the construction permit for the repairs.
According to this leader, the Hoan Kiem ward and the Hoan Kiem ward police had no prior knowledge of the plan to barricade Tran Nhat Duat street to facilitate traffic diversion and organization for the periodic repair project of Tran Nhat Duat bridge at km2+215, on the Hanoi - Dong Dang railway line.
