In discussions on the sidelines of the National Assembly , several delegates expressed their enthusiasm and offered many practical contributions to effectively institutionalize the Resolutions and expedite their implementation.
According to Representative Nguyen Minh Tuan (Phu Tho delegation), the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture should provide a general definition of the nature of culture in current legal documents. The representative emphasized that if Vietnamese culture is not clearly defined, from architecture, history, and artifacts to clothing and cuisine , then when developing cultural industrial complexes, it will easily lead to a situation of "hybrid" culture or culture "borrowed" from foreign cultural foundations.
Regarding resource allocation, delegate Nguyen Minh Tuan argued that prioritizing budget allocation must ensure compatibility with specialized laws such as the State Budget Law and the Investment Law. Therefore, this draft Resolution needs to include specific criteria to guide localities in focusing resources on core values such as: preserving architectural works bearing the strong imprint of national history; promoting cultural identity in festivals, fashion, and cuisine… aiming to orient youth cultural activities towards substance, avoiding formalism or distortion into unhealthy entertainment activities. Only then, removing the "bottlenecks" in awareness and mechanisms will create conditions for culture to truly become the spiritual foundation and driving force for sustainable socio -economic development in the new era, Mr. Nguyen Minh Tuan emphasized.
Commenting on the innovations at the session, delegates Nguyen Van Lam ( Bac Ninh delegation) and Hoang Thi Thanh Thuy (Tay Ninh delegation) highly appreciated the innovations in legislative work and the streamlining of high-level personnel.
According to delegate Nguyen Van Lam, a highlight is the National Assembly's flexibility in adjusting and supplementing "hot" issues arising from practical realities. Timely consideration of urgent issues not only helps to remove bottlenecks and obstacles in the government 's administration but also provides strong support for socio-economic activities, demonstrating the National Assembly's role in always accompanying and acting in the best interests of the people.
Furthermore, the National Assembly's consolidation of key leadership positions is crucial to the quality of the state apparatus's operations, from legislative and executive to judicial branches, throughout the term. Personnel work is a close and scientific continuation of the results of the 14th National Party Congress. The process is carried out systematically and cautiously through many steps, from evaluation to nomination and election. The high level of trust the National Assembly places in the nominated personnel reflects confidence in the competence and ethics of the new leadership team.
Mr. Nguyen Van Lam expressed his expectations for an efficient operating system with a team of personnel possessing all the necessary qualities: dedication, responsibility, competence, and integrity. Delegates believe this will be a solid foundation for the effective operation of the State apparatus and breakthroughs in the coming period. This is also an important basis for successfully achieving the socio-economic development goals set by the Party Congress, while simultaneously meeting the expectations of voters and the people.
Sharing the same viewpoint, delegate Hoang Thi Thanh Thuy assessed that this session had many special features. The session took place earlier and was significantly shorter than previous sessions. Despite the tight timeframe and large volume of content, the drafting and advisory agencies were very thorough in their preparation. The delegates demonstrated high responsibility, conducting urgent research to provide relevant and insightful contributions that resonated with and were supported by voters. Ms. Hoang Thi Thanh Thuy emphasized that the contents approved at this session were all urgent and served as important foundations for socio-economic development policies in the next phase.
