(Baothanhhoa.vn) - Along with the rest of the province, Vinh Loc district embarked on implementing the Resolution of the 26th District Party Congress, term 2020-2025, amidst the prolonged COVID-19 pandemic and many other unfavorable factors. However, with the utmost effort and determination of the entire political system, along with the resilience of the business community and all sectors of the people, Vinh Loc district has achieved many important goals.

A highlight of the five-year implementation of the resolution in Vinh Loc is the relatively strong economic growth, with positive developments in each sector. Taking agriculture as the foundation for development, Vinh Loc has focused on developing large-scale, high-tech agriculture along the value chain, while simultaneously promoting land consolidation and concentration and issuing support mechanisms. Accordingly, the entire district has consolidated 792 hectares of large-scale agricultural land using high technology, exceeding the set target; and simultaneously converted 2,145 hectares of low-economic-efficiency land to other crops with higher economic value. Annually, the entire district has 800-900 hectares of crops under production and product consumption linkages. Typical examples include the production and guaranteed purchase model of sweet corn in Vinh Quang commune with Asia Corporation; and the production and guaranteed purchase model of glutinous rice in Vinh Thinh commune with Tan Tien Foodstuff Company Limited. The model of linking and guaranteeing the purchase of green pumpkins in Vinh Phuc commune with the Quyet Thang self-established war invalids' cooperative... Thanks to this, the value of products per hectare of cultivated land in the district is estimated to reach 148 million VND in 2025, exceeding the target set by the congress resolution.

With an average annual industrial production value increase of 7.86%, the industrial sector is considered the "key" to unlocking development because it not only creates high added value but also impacts the quality of economic growth for the entire district. Major industrial products such as clothing (up 1.73 times) and bricks (up 1.12 times) have shown high growth rates compared to 2020. A significant highlight is the establishment of the new Vinh Hoa Industrial Cluster; the completion and operation of the Hiep Thang Shoe Factory (Vinh Hung commune) and the HUG Export Garment Factory (Minh Tan commune); and the expansion of the ApparelTech export garment factory from 4.12 hectares to 6.09 hectares, creating jobs and stable income for many local workers. In addition, the district also has two products recognized as typical products in the Northern region: the four-season stone painting and the carp playing in the moonlight from Chau Sa Construction and Trading Company Limited (Minh Tan commune), and Phu Quang sticky rice cake from Lam Thu production facility (Vinh Loc town).

During its development process, Vinh Loc has also achieved success in many other areas. Among these, the mobilization of resources to build a comprehensive socio-economic infrastructure system is a particularly impressive highlight. In the 2021-2025 period, the total investment in development reached VND 11,373 billion, double that of the previous period. The district has also effectively reviewed, supplemented, and newly developed plans, creating project lists to attract investors to participate in socio-economic infrastructure development; prioritizing budget allocation for important and essential infrastructure projects. Over the past five years, the district has attracted 197 projects with a total investment of VND 1,868 billion, including 22 infrastructure projects for agricultural production, tourism, and urban development. Thirteen projects have been put into use, and nine projects are nearing completion, creating a new, clean, and attractive appearance for the entire district.

In implementing the advanced rural development program and model new rural development program, Vinh Loc district mobilized 1,220 billion VND, of which the people contributed 510 billion VND and donated 13,247 m2 of land for road construction, bringing the percentage of hardened roads in the district to 98.5%. Visiting Vinh Loc today, you'll find livable villages everywhere. There, the living standards and quality of life of rural residents are constantly improving thanks to economic development policies, transportation infrastructure, and social welfare. The cultural and spiritual life of the people is also continuously improving, aiming for prosperity and happiness for everyone.

If the economy is the material foundation, then culture is the spiritual foundation for the process of innovation and development. Vinh Loc is very pleased that 100% of its schools have met national standards, exceeding the set target; and 100% of its communes and towns have met national criteria for healthcare . Many cultural events organized by the district have been successful and have had a strong impact. In particular, the campaign to support the construction of housing for poor households, policy beneficiary families, and households still facing housing difficulties, according to Directive No. 22-CT/TU of the Provincial Party Committee, has been implemented decisively, completing the plan ahead of schedule and exceeding the targets set by the province, helping many families alleviate difficulties in their lives.

The impressive results in socio-economic development of Vinh Loc district during the 2020-2025 period have concluded a term of operation, while also creating an important foundation for the newly reorganized and merged localities to strive for the successful implementation of socio-economic development goals, tasks, and plans in the new phase when implementing the two-tiered local government model.
