Over the years, the communes and wards prior to the merger (including Ba Dinh, Dong Son, and Lam Son wards in Bim Son town and Ha Vinh commune in the former Ha Trung district) have implemented their political tasks under conditions with many opportunities and advantages, but also faced numerous difficulties and challenges. In this context, these localities have always received close attention and guidance from the provincial leadership and relevant departments; the Party committees, governments, the Fatherland Front, and political and social organizations in each of the localities prior to the merger have fostered a spirit of unity, innovation, and creativity, focusing on leading and organizing the implementation of the resolutions of the Party congresses for the 2020-2025 term, achieving many important results in various fields. This is an important foundation for building and developing Bim Son ward after the merger.
In the context of new developments with increasingly high demands, the Party Committee and people of Bim Son ward continue to innovate their thinking, promote action, and awaken even stronger aspirations for progress in the 2025-2030 term. In that spirit, the orientation for the next term is defined as: Building a strong Party committee and political system; Promoting the strength of the great national unity; Maximizing and effectively utilizing resources for socio -economic development; Building Bim Son ward into a prosperous, beautiful, and civilized urban area by 2030.
With the motto "Unity - Discipline - Dynamism - Development," the Party Committee of the ward will focus on implementing several key tasks and solutions to create a clear and sustainable transformation throughout the term. First, in the work of Party building and the political system, we will continue to strengthen political, ideological, and moral education . The focus will be on thoroughly understanding Marxism-Leninism, Ho Chi Minh Thought, and the Party's policies and resolutions among cadres, Party members, and the people. Emphasis will be placed on improving the leadership capacity and fighting strength of grassroots Party organizations; strengthening inspection, supervision, discipline, and order within the Party; upholding the principle of democratic centralism; and setting an example for cadres and Party members, especially those in leadership positions. Simultaneously, we will promote mass mobilization work and build a close relationship between the Party and the people. We will proactively grasp and guide public opinion; resolutely fight against and prevent manifestations of "self-evolution" and "self-transformation" within the Party. Strengthening the protection of the Party's ideological foundation and combating false and hostile viewpoints in cyberspace.
In economic development, the ward clearly identifies the role of industry and construction as driving forces and exploits local advantages. This includes focusing resources on developing potential service sectors, creating momentum to promote economic restructuring towards modernization. Priority should be given to developing transportation, logistics, and warehousing services linked to industry and inter-regional transportation infrastructure. Particular emphasis should be placed on effectively implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. The focus should be on promoting high-knowledge and high-tech service sectors such as finance, banking, information and communication, and distribution. Emphasis should be placed on building and strongly developing the financial market; accelerating the digital transformation process and applying digital technology in service sectors. Simultaneously, the province will concretize and implement Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation, in conjunction with Resolution No. 66-NQ/TW on reforming the work of lawmaking and enforcement, in order to meet development requirements; thereby, promoting administrative reform, creating a transparent investment environment, and creating favorable conditions to attract businesses, especially foreign direct investment (FDI) enterprises, to invest, produce, and conduct business in the area. On the other hand, attention will be paid to implementing solutions to unleash potential and create a favorable environment for the rapid and sustainable development of the private economy, in accordance with the practical conditions in the area, in line with the spirit of Resolution No. 68-NQ/TW of the Politburo, clearly defining the private economy as the most important driving force of the socialist-oriented market economy.

In the socio-cultural field, the ward identifies cultural development as the spiritual foundation of society, serving as both a goal and a driving force for sustainable development. Therefore, the ward will focus on improving the quality of the "All People Unite to Build a Culturally Rich Life" movement, building a civilized urban lifestyle, and preserving and promoting the value of traditional cultural heritage. It will increase investment in education and training, and care for the comprehensive development of the younger generation. In particular, it will prioritize preventive healthcare, improving the quality of healthcare for the people; effectively implementing social security and social protection policies, and achieving sustainable poverty reduction. Cultural and sports facilities will continue to receive comprehensive investment, creating conditions for people to enjoy a rich and healthy spiritual life.
National defense and security continue to be identified as crucial and ongoing tasks. Strengthening the all-people national defense system, linked with a solid people's security posture, is a top priority. Recruitment, training, exercises, and combat readiness are strictly implemented, ensuring 100% fulfillment of annual recruitment targets. Proactive coordination in disaster prevention and control, rescue operations, and effective implementation of policies supporting military families are also crucial. Maintaining political security and social order is essential; preventing the formation of "hot spots" or complex situations, and creating a stable environment for socio-economic development are vital.
One of the key factors for successfully implementing development directions in the next term is to awaken the aspiration for dedication, a sense of responsibility, and consensus among all cadres, Party members, and the people. Each Party committee, each Party organization, and each cadre and Party member needs to constantly innovate their thinking, uphold a high sense of responsibility, be closely involved with the grassroots, be close to the people, listen to what the people say, explain things clearly to the people, and earn the people's trust. At the same time, comprehensive digital transformation must be promoted in the activities of Party committees, government agencies, the Fatherland Front, and other mass organizations; digital infrastructure and platforms must be developed to serve management and administration, provide online public services, and promote the digital economy and digital society.
The First Party Congress of Bim Son Ward, for the term 2025-2030, is a congress of expectations and confidence; a congress of unity, discipline, dynamism, and development, demonstrating the spirit of responsibility and determination, the collective efforts of cadres, Party members, and the people to build Bim Son into a prosperous, civilized, rapidly developing, comprehensive, and sustainable locality. Through this, it will contribute to the overall development of the province, confidently entering a new era of development – an era of the Vietnamese nation's upward progress.
