
In his opening remarks at the workshop, Dr. Phan Hai Ho, Head of the Department of State and Law, Ho Chi Minh City Academy of Cadres, stated that after nearly a year of operating the two-tiered local government model, the city has recorded many positive results, but also some bottlenecks that need to be addressed soon. The workshop aims to propose solutions for building a streamlined, effective, efficient, people-oriented, and better-serving city government.

Speaking at the workshop, Comrade Pham Phuong Thao, former Deputy Secretary of the City Party Committee and former Chairwoman of the Ho Chi Minh City People's Council, stated that despite the pressure of a large workload, the city always strives to complete its assigned tasks well. Furthermore, thanks to the application of technology, applications are processed on time, ensuring good service for citizens and businesses.
However, the situation of both a surplus and a shortage of officials still persists in many localities. In addition, there is a lack of policies to encourage young officials; decentralization and delegation of power are not thorough, failing to create initiative for the grassroots level, and are still egalitarian, lacking consideration for specific characteristics.
From there, Comrade Pham Phuong Thao proposed further decentralization and delegation of power, linking authority to implementation conditions; paying attention to the quality of the staff, having a suitable working regime, reducing pressure, and training cadres, civil servants, and public employees to meet practical requirements…

From a grassroots perspective, Nguyen Trung Chau Tuyen, Permanent Deputy Secretary of the Party Committee of Cau Ong Lanh Ward, said that software systems serving the resolution of administrative procedures are gradually being put into operation synchronously, contributing to improving the efficiency of services for citizens and businesses.
In reality, however, the current application processing procedures still overlap between electronic and paper-based systems, and there is still inconsistency between the publicly available application components on the Public Service Portal and the actual requirements of specialized agencies. This leads to situations where citizens who have submitted applications online still have to provide additional documents during processing, causing dissatisfaction and affecting the quality of public administrative services…
Therefore, Comrade Nguyen Trung Chau Tuyen proposed the need to further improve the software system and strengthen data linkages between sectors and levels to ensure uniformity, accuracy, and consistency in the process of handling administrative procedures.

Other opinions also suggest the need to improve institutions and promote genuine decentralization and delegation of power. Specifically, the delegation of power and authority to communes and wards must be linked to the allocation of financial resources, personnel, infrastructure, and other necessary conditions for implementation, avoiding the situation of "assigning tasks but not providing the necessary authority and tools."
In addition, it allows for flexible design of the commune-level administrative apparatus based on population characteristics, area, urbanization characteristics, and the actual volume of records; and establishes inter-regional coordination mechanisms to address common issues such as transportation, environment, and flood control.

In his concluding remarks at the workshop, Associate Professor Dr. Nguyen Van Y, Director of the Ho Chi Minh City Academy of Cadres, stated that the delegates' proposals would serve as a basis for the academy to research, advise, and propose solutions to help Ho Chi Minh City operate the two-tiered local government model smoothly, synchronously, and effectively.
This contributes to building and developing Ho Chi Minh City in the new era into a special urban center; pioneering in modern development models, institutions, and governance methods; creating a strong ripple effect and making increasingly significant contributions to the rapid and sustainable development of the country with the motto "Ho Chi Minh City for the whole country, the whole country for Ho Chi Minh City".
