Highways that want to charge tolls must have rest stops.

(Chinhphu.vn) - The Ministry of Construction has recently sent a document to the People's Committees of provinces and centrally-administered cities regarding the implementation of investment and construction of integrated projects on expressways.

The Ministry of Construction also requested provinces and cities to prioritize resolving difficulties and obstacles related to land clearance and environmental impact assessment procedures in the implementation of investment in rest stops on the Eastern North-South Expressway in order to expedite the construction of rest stops.

According to the Ministry of Construction's assessment, in recent years, several expressways have been invested in and built with integrated traffic management and control centers, intelligent traffic management systems (ITS), rest stops, vehicle weight control facilities, etc. These expressway components, upon commissioning, have immediately proven effective in management, operation, maintenance, improving traffic capacity and ensuring traffic safety, meeting essential needs, and creating satisfaction among people using the expressways.

Many expressways lack rest stops and integrated transportation systems (ITS).

However, some highways currently in operation or under phased investment only plan for rest stop locations and have not yet invested in ITS systems and vehicle weight control facilities. Therefore, they do not meet the requirements for ensuring smooth, safe, efficient, and convenient traffic flow for users.

According to Clause 2, Article 47 of the 2024 Road Law, expressways are to be invested in and constructed with the following facilities: a traffic management and control center for the expressway; rest stops, parking areas; an electronic toll collection system for routes with road usage fees; and vehicle weight control facilities.

On the other hand, Article 3 of Government Decree No. 130/2024/ND-CP dated October 10, 2024, stipulates that one of the conditions for collecting tolls on expressways owned and directly managed by the State is that after the completion of the construction of toll stations, public service facilities at rest stops, technical infrastructure, and technological equipment for traffic management and operation...

To meet the requirements for the synchronized investment and construction of highway infrastructure projects in accordance with the law on roads, the Ministry of Construction requests the People's Committees of provinces and centrally-administered cities to direct their subordinate agencies and units to review and study the implementation of investment and construction of traffic management and control centers; traffic management and control systems; vehicle weight control facilities; rest stops and toll collection systems (if any) in synchronization with the highways under the authority/management of the local government.

In addition, the Ministry of Construction also requested provinces and cities to prioritize resolving difficulties and obstacles related to land clearance and environmental impact assessment procedures in the implementation of investment in rest stops on the Eastern North-South Expressway in order to expedite the construction of rest stops.
