Highways that want to collect tolls must have rest stops.

(Chinhphu.vn) - The Ministry of Construction has just sent a document to the People's Committees of provinces and centrally-run cities regarding the implementation of synchronous investment and construction of works on expressways.

The Ministry of Construction also requested that provinces and cities prioritize removing difficulties and obstacles in site clearance and environmental impact assessment procedures in implementing investment in rest stops on the Eastern North-South Expressway to speed up procedures for building rest stops.

According to the assessment of the Ministry of Construction, in recent times, a number of expressways have invested in and built synchronously traffic management centers, intelligent traffic management systems (ITS), rest stops, vehicle load control facilities... with expressway projects. When put into operation, they have immediately promoted efficiency in the process of management, operation, maintenance, improving traffic capacity and ensuring traffic safety, meeting essential needs and creating satisfaction for people when participating in traffic on expressways.

Many highways do not have rest stops or ITS systems.

However, some expressways are being exploited and invested in with a divergent scale, only planning the location of rest stops, not investing in ITS systems and vehicle load control works, so they do not meet the requirements of ensuring smooth traffic, safety, efficient exploitation, and convenience for users.

According to the provisions of Clause 2, Article 47 of the 2024 Road Law, expressways are invested in and synchronously constructed with works including: expressway traffic management and operation centers; rest stops, stops, and parking lots; non-stop electronic toll collection systems for routes with road use fees and vehicle load control works.

On the other hand, Article 3 of Decree No. 130/2024/ND-CP dated October 10, 2024 of the Government stipulates that one of the conditions for implementing the collection of tolls for using expressways that the State represents as the owner and directly manages is after completing the construction of toll stations, public service works at rest stops, technical infrastructure, technological equipment for traffic management and operation...

In order to meet the requirements for synchronous investment and construction of works on highways in accordance with the provisions of the law on roads, the Ministry of Construction requests the People's Committees of provinces and centrally-run cities to direct their affiliated agencies and units to review and research the implementation of investment in the construction of traffic management and operation centers; traffic management and operation systems; vehicle load control works; rest stops and toll collection systems (if any) in sync with the highways for which the locality is the competent authority/managing agency.

In addition, the Ministry of Construction also requested that provinces and cities prioritize removing difficulties and obstacles in site clearance and environmental impact assessment procedures in implementing investment in rest stops on the Eastern North-South Expressway to speed up procedures for building rest stops.
