In 2026, Gia Vien ward was assigned a budget revenue target of over 2.525 billion VND by Hai Phong city, ranking 6th out of 114 communes, wards, and special zones.

Gia Vien Ward has identified revenue collection as a key task requiring focused leadership and continuous implementation throughout 2026.

Given a high budget

According to Le Chuong, Vice Chairman of the Gia Vien Ward People's Committee, in 2026, the ward was assigned a budget revenue target of over 2.525 billion VND, 31 times higher than the assigned target and 28 times higher than the actual revenue in 2025. With this target, the ward ranks 11th out of 114 communes, wards, and special zones. If revenue from land use fees is excluded, the ward ranks 5th out of 114 communes, wards, and special zones.

2026 marks the first year of implementing the new Budget Law, and also the first year of implementing the city's decentralized budget revenue and expenditure tasks within the two-tiered local government model. The reason for the high budget allocation is that Gia Vien ward has been assigned many revenue items and expanded the scope of new revenue sources. Of the 17 revenue items assigned to the ward, 11 are new compared to 2025. The allocated budget for existing revenue items has significantly exceeded last year's figures, such as non-state enterprise tax revenue exceeding 736 billion VND, 21 times higher than in 2025…

With the assigned budget, Gia Vien ward must achieve an average revenue target of approximately 210.4 billion VND per month. Although the assigned budget is high, the Ward People's Committee has developed an implementation plan based on the principle of applying higher targets and adhering to the Ward People's Council Resolution. The ward strives to achieve a budget revenue of over 2,894 billion VND in 2026, exceeding the city's assigned target by 14.5%.

In response to the assigned tasks and objectives, Gia Vien ward developed a specific plan, focusing on leadership and direction to implement solutions to effectively carry out the task of revenue collection from the very first days and months of the year. Specifically, the ward coordinated with the tax authorities to strengthen management and review to avoid overlooking revenue sources, especially for e-commerce businesses operating on digital platforms. The ward continued to implement administrative reforms and promoted the use of the eTax Mobile application for online tax declaration and electronic tax payment…

Implement multiple solutions

Gia Vien Ward is implementing various solutions to effectively exploit revenue sources in the area.

With high effort and determination in implementing the task of collecting budget revenue, by the end of the first quarter, state budget revenue in Gia Vien ward reached over 1,180 billion VND, equivalent to 47% of the city's annual budget estimate and 41% of the ward's target, exceeding the set scenario. Of the 17 revenue items, 9 exceeded the target, such as: land use fees reaching 219%, revenue from state-owned enterprises managed by the Central Government reaching 97%, and land lease fees reaching 88%.

The revenue collection results for the first quarter are proof of the efforts and affirm the effectiveness of the solutions implemented by the ward and related units in carrying out the revenue collection task. At the same time, the achieved results also serve as motivation for the ward to continue striving and focusing on revenue collection in the following months and quarters.

According to Le Chuong, Vice Chairman of the Gia Vien Ward People's Committee, although the ward's budget revenue in the first quarter was high, some revenue items still fell short of the set targets. Specifically, 3 out of 17 revenue items did not meet the plan: non- agricultural land use tax only reached 16%, revenue from the local business sector only reached 22%, and registration fee only reached 24%. Therefore, the ward identifies budget revenue collection as a key, ongoing, and continuous task. In the second quarter and subsequent months, the ward will continue to boost budget revenue collection, especially for items that have not yet met the targets.

Specifically, the People's Committee of Gia Vien Ward assigned the Department of Economy , Infrastructure and Urban Planning to coordinate with tax officials to actively promote and raise public awareness about converting household businesses into enterprises. At the same time, the ward continues to implement administrative reforms in various fields; supporting and creating favorable conditions for over 3,000 businesses and household businesses in the area to stabilize operations, develop production and business, and create a sustainable source of budget revenue.

In addition, the ward is focusing on solutions to ensure that land use fee revenue meets the target of over 99 billion VND for the whole year of 2026. This includes organizing a lottery and allocating resettlement land to households whose plans have been approved in the Trai hamlet resettlement area and the 2.1-hectare resettlement area; and implementing the procedures for auctioning land use rights (phase 3) according to regulations for 29 plots of land in the 2.1-hectare area and along Le Quang Dao road.

Furthermore, the ward, in coordination with the tax authorities, is strengthening efforts to explore new and potential revenue sources, such as taxes from e-commerce, online sales, and property rentals, in order to manage taxpayers more effectively. At the same time, the ward is aggressively implementing measures to combat tax evasion, accelerating the recovery of outstanding tax debts, and resolutely applying coercive measures against those who are delinquent in paying.

Gia Vien Ward strives to achieve the 2026 budget revenue target set by the Ward People's Council, exceeding the target assigned by the city.
