
Alongside the operation of the two-tiered local government model, communes, wards, and special zones within the city actively coordinate with the tax sector to increase budget revenue, effectively exploit revenue sources, and ensure resources for local socio -economic development.
Many localities exceeded their revenue targets.
In 2025, the City People's Council assigned the Cat Hai Special Economic Zone a target of over 213 billion VND in state budget revenue. After implementing the two-tiered government model, the People's Committee of the Cat Hai Special Economic Zone is urgently coordinating with the Tax Department of Region 7 to boost revenue collection, especially taxes, fees, and other payments due to the state budget.
Tax policy dissemination has been carried out through various forms, helping people and businesses understand and fulfill their tax obligations correctly. As a result, by the end of September, total state budget revenue in the Cat Hai Special Economic Zone reached over 227 billion VND, exceeding the annual forecast by 6%.
In Hai An ward, after 3 months of implementing the new organizational model, total budget revenue by the end of September reached 55.82 billion VND, exceeding the projected target by 23.6%, and completing 7 out of 7 regular revenue targets. Many revenue items achieved or exceeded targets, including: non- agricultural land use tax, personal income tax, registration fees, and other fees and charges.
According to Mr. Cao Huy Hieu, Chairman of the Hai An Ward People's Committee, the ward currently manages nearly 3,000 business households with diverse structures. Of these, households involved in house rentals and private construction account for over 44% of the total budget revenue. E-commerce businesses, a relatively new sector, also contribute nearly 3 billion VND to the budget.
To achieve this result, the ward established a Steering Committee to combat tax evasion, reviewed all business households, strictly handled cases of tax evasion, and closely coordinated with tax authorities and the police in managing rental properties and online businesses. In addition, the ward intensified propaganda through the public address system and neighborhood Zalo groups; guided residents on using EtaxMobile and electronic invoices, helping to raise awareness of voluntary tax payment.
In many localities such as An Lao and Tran Phu communes; Nhi Chieu, Kinh Mon, and Dong Hai wards, revenue collection has also met and exceeded the plan. Notably, An Lao commune collected over 24 billion VND, exceeding the target by 396%. Tran Phu commune collected over 170 billion VND, exceeding the target by 12.4%. Dong Hai ward collected over 33 billion VND, exceeding the target by 55.6%, with non-state revenue exceeding by 192% and personal income tax exceeding by 293%.
Synchronizing multiple solutions

According to the report of the City People's Committee, in the first nine months of 2025, communes, wards, and special zones made a positive contribution to the total domestic budget revenue of the entire city, estimated at 80,856.28 billion VND, equivalent to 108.3% of the central government's allocated budget and an increase of 41.4% compared to the same period last year.
According to Tran Van Hai, Vice Chairman of the An Phong Ward People's Committee, revenue collection plays a crucial role in local development. Therefore, immediately after the merger, the ward directed decisive action, focusing on improving the efficiency of revenue management, ensuring accurate and sufficient collection, and fostering sustainable revenue sources. In August, the ward established two working groups to combat revenue loss, with leaders of the Ward People's Committee directly serving as group leaders. The ward proactively coordinated with the tax authorities to resolve difficulties for businesses and households, and promptly addressed any obstacles.
In Hai Duong ward, there are currently 769 businesses and 2,946 households engaged in production and business activities operating stably. Recognizing this as a primary source of revenue, the ward proactively reviews difficulties and inadequacies in tax policies, coordinates with tax authorities to promptly issue guidelines, and helps businesses and households enhance their responsibility to ensure accurate and complete tax collection.
In the management and enforcement of tax debt, the Regional Tax Office 9 (responsible for the area) also implements many measures such as: assigning officers to verify debts, classifying debts, closely monitoring the debt status to take appropriate recovery measures, contributing to combating budget revenue losses.

Through various decisive and coordinated solutions, the communes, wards, and special zones of the city are striving to nurture revenue sources, work alongside businesses and households, and support them in overcoming difficulties to maintain stable production and business operations.
Tax law dissemination efforts have been strengthened, raising awareness among taxpayers and enforcement officers. Local authorities and tax agencies proactively and closely coordinate to review revenue sources, especially potential revenue streams that can be exploited, and promptly urge taxpayers to pay their taxes into the state budget. Tax agencies also promote administrative reforms, apply information technology, and build a database of taxpayers for effective management.
According to Mr. Vu Doan Ngoc Hung, Deputy Head of the Hai Phong City Tax Department, the results of commune-level budget collection in the past period have made a significant contribution to the city's total domestic budget revenue. This result not only demonstrates the management and operational capacity of local authorities but also increases resources for local socio-economic development, while affirming the initial effectiveness of the two-tiered local government model.
