
The Government Office has just issued Official Letter No. 4408/VPCP-CĐS conveying the Prime Minister's opinion requesting the Ministers of the Ministries of Public Security, Industry and Trade, Agriculture and Environment, Finance, and Construction to direct relevant units to study the opinion of the Ministry of Justice in Official Letter No. 3185/BTP-KSTT to develop and proactively implement plans to reduce and simplify related administrative procedures within their authority, completing this immediately in May; at the same time, report to the competent authority on reduction and simplification plans that exceed their authority, completing implementation in June.
The relevant units need to urgently review and finalize the plans for reducing and simplifying administrative procedures in the draft Resolution on decentralization, reduction, and simplification of administrative procedures and business conditions, and submit them to the Ministry of Justice for finalization and submission to the Government.
The Prime Minister requested the Minister of Public Security to preside over and coordinate with the Ministry of Construction to direct relevant units to review and amend fire prevention and fighting regulations and standards in a way that is consistent with reality, ensures safety for people and buildings, and maximizes savings for investors and building owners, as well as minimizing compliance costs for organizations and individuals; and to review and simplify the list of fire prevention, fighting, rescue, and emergency response equipment that requires a license before being put on the market to facilitate organizations and individuals.
The Minister of Industry and Trade directed relevant units to study the reduction and simplification of procedures for establishing/expanding industrial clusters, focusing on enhancing interconnectedness, integration, and simultaneous implementation of administrative procedures. Simultaneously, they are to finalize the draft Decree amending and supplementing Decree No. 32/2024/ND-CP on the management and development of industrial clusters, and submit it to the Government for promulgation in May.
The Minister of Construction directed relevant units to review, reduce, and simplify administrative procedures, and finalize the draft Decree detailing some provisions of the Construction Law on construction management, to be submitted to the Government for promulgation in May. The Minister of Finance, in coordination with other ministries and agencies, directed relevant units to research and advise competent authorities on unifying the management of industrial parks and industrial clusters under a single authority, to be completed in May 2026.
