Over the past period, the implementation of policies and regulations for those who have rendered meritorious services to the revolution has always been given special attention and guidance by Party committees and authorities at all levels in the province through practical actions, contributing to alleviating the pain of war and helping policy beneficiary families and those who have rendered meritorious services to the revolution to improve their lives.

Taking care of the welfare and policies for those who have rendered meritorious service: Leaders of the Department of Labor, War Invalids and Social Affairs visited and presented gifts to wounded and sick soldiers receiving treatment at the Provincial Center for the Care of People with Meritorious Service.

Currently, the province has 22,918 beneficiaries of social policies and people with meritorious service receiving monthly allowances, with an annual budget exceeding 500 billion VND. Despite the large number of beneficiaries, diverse categories, and wide geographical area, the implementation of policies for people with meritorious service to the revolution has always been a priority for Party committees, government agencies, and mass organizations. This ensures timely and accurate implementation, targeting the right beneficiaries and adhering to prescribed policies, thus contributing to social security.

From the beginning of the year until now, the Department of Labor, War Invalids and Social Affairs of the province has received and processed 5,726 applications for benefits for policy beneficiaries and meritorious individuals. This includes processing funeral expense benefits for 117 relatives of martyrs, 98 people affected by chemical toxins, and 368 cases of resistance fighters awarded medals and decorations; issuing 22 certificates for martyr families; completing procedures for relocating 17 remains of martyrs; and reissuing 80 certificates of national recognition.

Received and processed amendments and supplements to 57 war invalid files, resolved additional war invalid benefits for 9 cases, issued 44 certificates for people exposed to chemical toxins; assessed 3,087 files of war invalids and martyrs related to the Dien Bien Phu Campaign, the Ho Chi Minh Campaign, etc., to organize commemorative activities.

The "Gratitude and Repayment" movement has received enthusiastic support and participation from the entire society. From the "Gratitude and Repayment" fund, programs such as building "Houses of Compassion," donating "Savings Accounts of Compassion," caring for elderly and lonely parents of martyrs, and supporting Heroic Vietnamese Mothers have been effectively implemented.

During the Lunar New Year of the Year of the Dragon 2024, the entire province organized visits and presented 53,806 gifts with a total cost of over 14.2 billion VND; provided care for 7,975 people with meritorious service; subsidized nearly 1 billion VND to purchase rehabilitation equipment and orthopedic devices for policy beneficiaries; coordinated with the Provincial Fatherland Front Committee to organize activities commemorating the 70th anniversary of the Dien Bien Phu Victory; organized a delegation of outstanding people with meritorious service from the province to visit martyrs' cemeteries and historical sites in Thanh Hoa and Ninh Binh...

Throughout July, the province has been organizing visits and gift-giving to war veterans and their families to commemorate the 77th anniversary of War Invalids and Martyrs' Day. Besides caring for their material and spiritual well-being, the Party committees, government, and people of the province also show their appreciation and gratitude to those who have passed away through many practical and meaningful actions.

In particular, local authorities have paid attention to and allocated funds for the upgrading and renovation of martyrs' cemeteries and memorial monuments, ensuring they are dignified and meet the needs of the people in honoring and remembering the heroic martyrs, and educating future generations about the revolutionary historical traditions.

Caring for and supporting Vietnamese Heroic Mothers has long been a deeply meaningful political and social activity, demonstrating the responsibility and sacred affection of the community for these mothers. Currently, there are 31 living Vietnamese Heroic Mothers in the province. In addition to receiving monthly allowances as stipulated, these mothers are cared for and supported for life by various departments, agencies, and organizations. This is a valuable source of encouragement, helping the mothers live happily and healthily.

In 2024, the Department of Labor, War Invalids and Social Affairs of the province will continue to direct districts, cities, and towns to implement the documents of the Government and ministries guiding the implementation of Ordinance No. 02/2020/UBTVQH14 dated December 9, 2020, of the Standing Committee of the National Assembly; effectively resolve the entitlements and policies for people with meritorious services; strive for 100% of communes, wards, and towns to do a good job in the work of people with meritorious services, and 100% of policy beneficiary families of people with meritorious services to have a living standard equal to or higher than the living standard of the community where the beneficiaries reside; and collect over 2.5 billion VND in the "Gratitude and Repayment" Fund at all three levels.

Practical and effective actions have contributed to the successful implementation of preferential policies for people with meritorious services, enhancing the effectiveness of the "All People Care for Families of Wounded Soldiers, Martyrs and People with Meritorious Services to the Revolution" movement, making it a regular activity; providing practical support and improving the material and spiritual lives of policy beneficiary families and people with meritorious services in the area.
