To ensure that every citizen benefits from inclusive growth and no one is left behind, during the period 2021-2024 alone, the province allocated over 3,400 billion VND of provincial budget public investment to directly support the implementation of the National Target Program on socio -economic development in ethnic minority and mountainous areas. This capital has attracted over 6,100 billion VND in credit and socialized capital for the program's implementation.
Binh Dan commune (Van Don district) has 95% of its population belonging to the San Diu ethnic group. In recent years, Binh Dan has received attention and investment from the province and district to improve its infrastructure, including electricity, roads, schools, and health stations, contributing to socio-economic development and creating a new look for this ethnic minority area.
Poor and near-poor households in the commune receive support in the form of fertilizers, seeds, plows, and harrows, tailored to the needs and conditions of each family, to help them improve their lives. Thanks to their effective use and utilization of the plows and harrows, many households have risen out of poverty and achieved sustainable economic stability.
Mr. Tran Van An (Dong Cong village) said: "Since having the plow and harrow, my labor productivity has increased from 3 sao (approximately 0.3 hectares) to more than 1 mau (approximately 1000 square meters) per day. Besides serving my family's agricultural production, I also plow for other households in the village, creating additional income."
From being one of the poorest communes in the district, by the end of 2024, Binh Dan commune's average per capita income reached 89.5 million VND/person/year; the commune no longer has any poor or near-poor households. The people actively participate in preserving and promoting traditional ethnic cultural values, such as: Soong Co singing art, Dai Phan festival, wedding rituals, ancestor worship, etc.
In Quang Son commune (Hai Ha district), many poor and near-poor households have recently been allocated land and forest areas, and received loans from the Social Policy Bank to plant cinnamon trees, creating additional income and achieving sustainable poverty alleviation.
Ms. Gieng Chong Senh (Quang Moi village) said: "Since the government provided preferential loans to buy fertilizer, the cinnamon trees have grown faster, and we can harvest them after 15 years, instead of 20 years as before."
To care for the material and spiritual lives of ethnic minority people, in 2024, localities provided support for housing and production land for 15 households; supported the construction and repair of houses for 92 poor and near-poor households with a total budget of 4.855 billion VND; built, repaired, and upgraded 13 cultural works and 16 clean water projects serving people's lives, such as: the clean water supply project for households in Nam Ha Trong, Nam Ha Ngoai, and Khe Tam villages (Nam Son commune, Ba Che district); the centralized water project in Nam Tut village (Luc Hon commune, Binh Lieu district); and the clean water pipeline system in Quang Phong commune (Hai Ha district).
In addition, specialized departments and agencies have actively participated in helping ethnic minority people increase their income and improve their lives. Specifically, the Department of Labor, War Invalids and Social Affairs (now the Department of Home Affairs) has provided vocational training to 644 ethnic minority workers (accounting for 54.8% of the total number of workers receiving vocational training support), and facilitated employment through loan support for 2,399 ethnic minority workers.
The Department of Culture, Sports and Tourism has launched 41 new tourism products, including some typical tourism products in ethnic minority areas such as Highland cultural market the Ha Lau commune ( Tien Yen district ), Luong Mong, Dap Thanh (Ba Che district); tourism Hiking through the forests in the communes and towns of Binh Lieu district ; Women's football in Huc Dong commune ( Binh Lieu district ); The Cooperative Alliance has established 56 cooperatives, including 10 in ethnic minority and mountainous areas; to date, the entire province has more than 300 cooperatives. Cooperative societies are established in mountainous areas, ethnic minority regions, border areas, and islands ... This helps people in ethnic minority areas escape poverty sustainably and gradually narrow the development gap between localities and regions.
