This contributes to ensuring social security, spreading a profound sense of humanity, and affirming the determination to achieve the goal of "leaving no one behind."
According to the Chairman of the Association for the Protection of People with Disabilities and Disadvantaged Children in the province, Lãnh Thế Vinh, the Association has identified the theme for its activities in 2025 as "Spreading Love, Lighting Up Hope," in the context of many socio -economic difficulties. In particular, the consequences of Typhoon No. 3 in 2024 severely affected the production and business activities of many units and enterprises, slowing down the recovery process and directly impacting the social mobilization efforts to care for vulnerable groups, including people with disabilities and disadvantaged children.

In light of this situation, the Provincial Association for the Support of People with Disabilities and Disadvantaged Children has proactively followed the directives of the Provincial Party Committee, the Provincial People's Committee, and the Provincial Fatherland Front Committee; and has closely coordinated with departments, agencies, localities, and philanthropists to effectively implement support activities. Many practical programs have been maintained and expanded, contributing to improving the material and spiritual lives of people with disabilities and disadvantaged children.
A highlight of the year was the "Joining Hands for People with Disabilities and Disadvantaged Children in Quang Ninh" program in 2025, organized by the Association in coordination with the Provincial Newspaper, Radio and Television Station, and the Department of Labor, War Invalids and Social Affairs (now the Department of Health ) on the occasion of Vietnam's Disabled Persons Day (April 18). The program aimed to raise awareness and responsibility within the community towards people with disabilities and disadvantaged children; and to connect and mobilize the joint efforts of organizations, businesses, and philanthropists inside and outside the province. At the launching ceremony, the Organizing Committee acknowledged the support of 129 agencies, units, businesses, and philanthropists with a total funding of over 4.1 billion VND. At the same time, 28 outstanding collectives and individuals with excellent achievements in support activities, along with exemplary individuals with disabilities who have overcome difficulties and risen above their circumstances, were commended by the Central Association for the Support of People with Disabilities and Disabilities of Vietnam, the Provincial People's Committee, and the Provincial Association for the Support of People with Disabilities and Disabilities, promptly encouraging and spreading humanitarian values in the community.
By the end of 2025, the provincial associations and localities had mobilized a total of 8.06 billion VND. The Provincial Association for the Protection of People with Disabilities and Disadvantaged Children alone mobilized 6.46 billion VND from 144 organizations and individuals inside and outside the province, achieving 117% of the target for the same period in 2024. From this resource, the Association supported the construction of 5 new charitable houses for families with people with disabilities and disadvantaged children in extremely difficult circumstances, with a total value of 360 million VND; and simultaneously provided assistance to over 6,000 vulnerable people in the province.
The Provincial Association for the Support of Orphaned and Disabled Children has also effectively connected benefactors to sponsor orphaned and disabled students from disadvantaged backgrounds. To date, 91 students in the province have been sponsored, with support ranging from 6 to 12 million VND per student per year. Last year, the Association facilitated the awarding of 167 scholarships, totaling 510 million VND, to orphaned and disabled students who have strived for academic excellence. Notably, in collaboration with the Vietnam Fund for Disabled Children, 92 scholarships totaling 377.2 million VND were awarded.

Alongside educational support, the Association for the Protection of People with Disabilities (TMC) of Quang Ninh province has identified job creation as a sustainable solution to help people with disabilities confidently integrate into the community. The Association has collaborated with Quang Ninh Lottery Company Limited to maintain stable employment for 45 people with disabilities, providing them with an income of 4-6 million VND per person per month. Simultaneously, in coordination with the Thanh An Social Work Center (Ha Long ward) and the Huong Duong Inclusive Education Development Support Center (Mao Khe ward), they organize vocational training classes such as massage, hair washing, laundry, and cooking for visually impaired, hearing impaired, and other types of disabled youth.
Not only focusing on the province, the Association also actively participates in humanitarian relief activities outside the province. In response to the severe damage caused by natural disasters and floods in many localities in 2025, the Association connected with philanthropists to organize visits, provide encouragement, and support to 3,186 people in the provinces of Cao Bang, Thai Nguyen, Nghe An, Ha Tinh, Binh Dinh, etc., with a total value of over 2.3 billion VND.
According to Lanh The Vinh, Chairman of the Association for the Support of People with Disabilities and Disadvantaged Children in Quang Ninh province: In the coming time, the Association will continue to launch the "Joining Hands for People with Disabilities and Disadvantaged Children in Quang Ninh" program in 2026, aiming to mobilize more resources to care for vulnerable people; maintain the sponsorship of orphaned and disabled students from disadvantaged backgrounds; and promote professional training in the form of "hands-on guidance" for people with disabilities, their relatives, and social work collaborators in residential areas.
