In late May, the People's Procuracy of Region 12 proactively coordinated with the People's Court of Region 12 to organize a trial for experience sharing, presenting evidence in the case of Do Cong Hung and his accomplices for the crimes of "Trading in prohibited goods" and "Possessing prohibited goods," with the seized items being e-cigarettes.
According to the indictment, at 4:40 PM on August 13, 2025, the Hoa Binh Ward Police, in coordination with the PC01 Department of the Provincial Police, discovered and apprehended two individuals for the act of trading electronic cigarettes (a type of goods currently prohibited from business according to Resolution No. 173/2024/QH15, dated November 30, 2024, of the National Assembly ).
The two individuals caught red-handed were Do Cong Hung, born in 1995, residing at house number 38, group 9 (formerly Phuong Lam ward), Hoa Binh ward, and Luong Ngoc Anh, born in 1997, residing at group 1, Tan Hoa ward. The seized items included 693 bottles of e-cigarette liquid, 124 e-cigarette devices of various types, 48 nasal inhalers, 466 boxes of replacement parts for various devices, accessory oils, accessory pod cores, etc., with a total value of approximately 250 million VND.

The prosecutor announced the indictment along with the presentation of evidence at the trial.
Notably, the trial was attended by approximately 60 students from several high schools in the area. This was a practical activity aimed at helping students better understand the risks and consequences of e-cigarettes, and the legal penalties for violations. During the trial, the prosecutor proactively conducted questioning and debate, presenting relevant documents, evidence, and images related to the case. This allowed the judges, participants in the proceedings, and the attending students to easily follow and understand the details of the case in a vivid manner.
The application of information technology in presenting evidence has helped the trial panel, participants in the proceedings, and court attendees gain a visual and comprehensive view of the criminal act as well as the documents and evidence of the case.
Besides serving the purpose of improving the quality of prosecution and judicial supervision, the trial also serves as a vivid and engaging form of legal education. Through a specific case, citizens, students, and parents gain a clearer understanding of legal regulations related to e-cigarettes, as well as the strict penalties for trading and possessing prohibited goods.
Through bringing typical cases to public trial and organizing lessons learned sessions, the People's Procuracy of Region 12 has contributed to improving the effectiveness of preventing law violations in the community. At the same time, it has sent a strong message about building a healthy, smoke-free living environment, raising awareness of self-protection, and resolutely rejecting e-cigarettes to protect the future of the younger generation.

The students attending the trial were educated and informed about the legal dangers of e-cigarettes.
Immediately after the trial, the Youth Union of the People's Procuracy of Region 12 coordinated with the Youth Union of the People's Court of Region 12 and the Tan Hoa Ward Police to organize a campaign to disseminate and educate students about the harmful effects of e-cigarettes. Accordingly, speakers provided basic knowledge about e-cigarettes to raise awareness and promote compliance with the law.
A highlight of the unit's outreach work is its student-centered approach, focusing on equipping students with accurate knowledge about the harmful effects of e-cigarettes, skills in identifying deceptive advertising and solicitation tactics on social media, and how to refuse offers of use. The content is delivered vividly and clearly through practical scenarios, helping students to easily absorb and remember the information.
Bui Van Thang, an 11th-grade student from Hoa Binh Ethnic Boarding High School, shared his experience at the program: “Previously, I thought e-cigarettes were just a type of regular cigarette and not very harmful. After hearing the analysis at the trial and the awareness campaign, I understand the dangerous effects on health and will spread the word to my friends to stay away from them.”
Comrade Nguyen Huu Thach - Director of the People's Procuracy of Region 12, stated: "Preventing and combating e-cigarette use among students is a task that requires the coordinated efforts of families, schools, and relevant authorities. Through these trial review sessions, we hope to help students fully understand the risks to their health and future, thereby proactively saying no to e-cigarettes and other stimulants."
Through practical and effective methods, the People's Procuracy of Region 12 is contributing to spreading the message of building a safe, healthy, and smoke-free school environment. Each student equipped with sufficient knowledge, and each family and school enhancing their responsibility in management and education, will be a solid "shield" to prevent e-cigarettes from entering schools, protecting the health of the younger generation and the future of the community.
