Recently, parents at Nghi Duc Primary School have expressed mixed opinions regarding the school's leadership's decision to move 23 air conditioners from the old classrooms to new ones, at a total cost of over 53 million VND. Many believe the school acted independently and that the cost was excessive and unjustified.

Regarding this information, the principal of Nghi Duc Primary School, Lam Thi Thuy Hoa, stated that while the information circulating online is true, it is inaccurate. She explained that the entire process involved economic contracts, price consultations, and importantly, ensuring a reliable power supply for the air conditioner required the installation of additional three-phase power lines, a significant expense in itself.

According to the detailed breakdown in the handover acceptance report signed by only two people—the director of the construction unit Hoang Son and the principal of Nghi Duc commune primary school—the cost of installing and removing 23 air conditioners was over 40 million VND, and the remaining over 10 million VND was for the three-phase electrical wiring system, bringing the total cost to over 53 million VND.

The detailed breakdown of the costs for installing 23 air conditioners includes: dismantling (3,450,000 VND); cleaning (4,600,000 VND); installation (9,200,000 VND); copper pipes and accessories (16,940,000 VND); electrical wiring (4,320,000 VND); and labor costs exceeding 1,000,000 VND...

Regarding the process of soliciting parental feedback when implementing the above content, Ms. Hoa stated that at the time, due to the urgency and the approaching new school year, they only held meetings with the School's Parent Representative Board and agreed to implement it without specific discussions with the Parent Association or parents of individual classes. The school leadership accepts responsibility for this oversight, as this property belongs to the parents of the students.

The principal also stated that, out of the total amount spent on this project, the school would allocate over 1 million VND to support parents. When asked where this budget came from and whether it was appropriate to spend it on this purpose, the principal of Nghi Duc Primary School claimed that they would have to wait until the end of the year for the accountant to make a proper decision (?!).

Regarding the three-phase electrical wiring required to ensure power for the air conditioners after installation, the construction company for the school building, Quoc Anh Investment and Construction Joint Stock Company (Tan Lac town, Quy Chau district), claims that the entire three-story building design already provides sufficient power for air conditioner installation and that no additional wiring is necessary.

Regarding the incident, the head of the Vinh City Department of Education and Training stated that they have taken note of public concerns about the incident at Nghi Duc commune primary school and have requested the school to report and clarify the matter.

Put into use before acceptance and handover.

Speaking with reporters, Nguyen Van Canh, Vice Chairman of the Nghi Duc Commune People's Committee, stated that allowing students to study and use the facilities before completing the necessary legal procedures was illegal and unreasonable. However, he added that the situation was urgent due to the dilapidated condition of the old classroom buildings.

The school also wanted to put it into use as soon as possible, so the local authorities haven't followed the regulations properly. Therefore, the children are currently studying there temporarily before all regulations are finalized, the school is inspected, and it is handed over for use.

Present at the meeting, Deputy Director of Quoc Anh Construction Investment Joint Stock Company, Dang Quang Vuong, stated that the company has only completed the first step of the project's provisional acceptance, while other steps remain unfinished. He also acknowledged that putting the project into use before the handover is complete is incorrect.

Regarding the reason why water leakage occurred on the second floor of the newly constructed building, leaking down to the first floor restroom area, the construction company representative stated that drilling holes in the pipes caused the water to seep down. The construction company is currently working to fix the problem in the restroom area.

This three-story school building project, funded by the Nghi Duc commune budget with over 11 billion VND, was previously delayed for several months.
