"The key to winning people's hearts" in land clearance for projects.

In the context of Thanh Hoa province implementing a series of key projects, amidst these "massive construction sites," land clearance is always considered a difficult and sensitive task. However, through flexible communication and skillful persuasion, the Party committees and authorities at all levels in the province have found the key to "winning the hearts of the people" in land acquisition for these projects.

Nga Son commune has successfully implemented land clearance for the road project connecting Bim Son Industrial Park to the coastal road section passing through Nga Son - Hoang Hoa.

New model, new way of doing things

At the beginning of 2025, according to Plan No. 02/KH-UBND dated January 2, 2025, of the Provincial People's Committee on "Land Clearance for Investment Projects Using Land in 2025," the entire province set a target of clearing over 2,590 hectares of land for 686 projects. However, the implementation of the two-tiered local government model from July 1, 2025, has brought a new "breath of fresh air" to the approach to land clearance tasks. Based on the land clearance targets for 2025 carried over from the former district-level People's Committees, communes and wards have reviewed and registered targets for land clearance for projects in their areas. At the same time, they have proactively "filtered out the bad and kept the good," eliminating projects that are no longer suitable and adding projects that are relevant to local realities. The result of these adjustments is that the province issued Decision No. 3125/QD-UBND dated September 23, 2025, assigning new targets to communes and wards for land clearance for 625 projects, covering an area of ​​over 2,418 hectares. This strong decentralization at the grassroots level helps localities take control of the land clearance process, but it also places considerable pressure on local officials.

Despite strong political will, land clearance work in 2025 still faces historical obstacles. The most significant difficulty is the information "disruption," as land management records from various periods are either lost or incomplete, making it extremely difficult to determine the origin and time of land use. This not only slows down the land clearance process but also easily leads to complaints due to a lack of solid legal basis. Furthermore, the mindset of people whose land is being expropriated remains a difficult issue to resolve. In many projects, people have not yet agreed because the compensation rates fall short of their expectations. Notably, with the transition to a two-tiered local government model, the transfer of records from the district level to the commune/ward level in some areas is still inconsistent, leaving many localities without a basis to implement the next steps in land clearance for projects...

To ensure the completion of land clearance tasks as planned, in mid-July 2025, the province issued a directive to communes and wards to uphold a high sense of responsibility, focus resources, and be more decisive in directing and accelerating the progress of land clearance in their areas. At the same time, they were instructed to urgently establish compensation, support, and resettlement councils for each project. Each council member must have clearly defined responsibilities with specific timelines.

In addition, localities have employed creative methods to "open the hearts of the people," such as intensifying propaganda and mobilization to raise awareness and create consensus and unity among the people in land clearance work and handing over clean land to investors for project implementation. They also hold dialogues to find common ground between the government and people whose land is being expropriated. These dialogue conferences are not only places to explain policies, but also where provincial authorities listen to and resolve difficulties and obstacles for each specific case. To protect the strictness of the law, the province also requires localities to resolutely handle cases of procrastination and profiteering through the establishment of mandatory land survey enforcement committees.

Against this backdrop, Nga Son commune has become a shining example in resolving the pressure of land clearance. The road project from Bim Son Industrial Park to the coastal road section through Nga Son - Hoang Hoa, passing through the commune, has a length of 5.81 km and affects 295 households. The land clearance for the project, amounting to 17.3 hectares, is a significant challenge for the local government. Recognizing that land clearance is difficult because it directly affects the rights of the people, the commune adopted the motto "Propaganda first, paving the way." Working groups were established with a persistent approach, directly visiting each household to explain the significance of the project, the tangible benefits in trade, and the increase in land value upon completion. As a result, most households agreed to accept compensation and hand over the land for the project.

Regarding the remaining "bottlenecks," especially the 410m2 of interspersed residential land belonging to 13 households that have yet to be resolved, the local authorities are not rushing to impose administrative measures. Instead, they are implementing a group-based approach to persuasion, ensuring that people understand correctly and fully, and clearly see that their legitimate rights are protected. When people understand and trust, they will certainly agree with the compensation and land clearance plan. The flexibility in management and propaganda and persuasion by Nga Son commune has yielded breakthrough results. In 2025, although the assigned target was 11 hectares, the commune completed 12.18 hectares, achieving 132.2% of the plan. Key projects such as the road from Bim Son Industrial Park to the coastal road section through Nga Son - Hoang Hoa and the North Thanh Hoa flood drainage project have all recorded positive progress in disbursement and construction thanks to the people's consensus. However, the commune government also affirms its firmness in enforcing the law. In cases of deliberate procrastination, the commune will complete the legal documentation to enforce compliance, ensuring strictness and fairness for the community.

In reality, the biggest challenge across the province remains the disparity in compensation rates and the lack of mechanisms to support the provision of land with interspersed gardens and ponds. To address this, the province has directed localities to flexibly apply Government Decree No. 151/2025/ND-CP dated June 12, 2025. Accordingly, the authority to decide on other support measures when the State reclaims land has been granted to the commune. This is not only a bright spot in policy in 2025, but also a powerful tool for local authorities to apply policies flexibly and in line with the reality of each locality on the principles of "democracy, objectivity, and fairness". At the same time, the consensus between the Party committee and the government in deciding on the level of other support is a lever to create public agreement.

By the end of 2025, the province had completed land clearance for 1,479 hectares, reaching 61.2% of the plan. While this figure indicates a significant amount of work remaining, it also shows that the province's direction is correct. Entering a new phase, the province's land clearance work is not simply about land acquisition, but about building trust. When people see transparency in policies, sincerity in dialogue, and fairness in their rights, they will be willing to hand over their land for the common good. Therefore, the "key to winning people's hearts" lies in understanding and sharing between the government and the people in every step of the projects.
