The 'key' to improving people's happiness index.

On May 22nd, the Vietnam Association for the Promotion of Learning organized a workshop on "The Role of Lifelong Learning in Enhancing the Happiness Index of the People, and the Responsibilities of All Levels, Sectors, Social Organizations, and the Vietnam Association for the Promotion of Learning."

The workshop was organized to discuss and clarify the scientific and practical arguments affirming that lifelong learning is the only way to improve the happiness indicators of each citizen. From there, it aimed to define the responsibilities of all levels, sectors, and society as a whole in jointly promoting this movement.

Lifelong learning is a necessity in the digital age.

In her opening remarks, Professor Dr. Nguyen Thi Doan emphasized that the happiness index has been included in the documents of the 14th National Congress with the goal of bringing Vietnam into the group of 40 countries with the highest happiness index in the world during the 2026-2030 period.

According to her, using people's satisfaction as the highest measure of social development reflects the aspiration for human-centered development. Specific goals include increasing income, ensuring social security, narrowing the gap between rich and poor, building a safe living environment, and comprehensively developing the cultural and spiritual lives of the people, fully demonstrating the nation's aspiration for progress and serving the people.

The specific goals for the people's well-being, as defined in the Resolution of the 14th National Congress, include raising people's incomes; ensuring inclusive social security; narrowing the gap between rich and poor; building a safe living environment and promoting holistic human development, with an emphasis on cultural and spiritual life, fostering a desire for contribution and national pride.

According to Professor Nguyen Thi Doan, to realize these goals, all levels and sectors must develop specific plans with high determination.

The Chairwoman of the Vietnam Association for the Promotion of Learning believes that, in the context of rapidly developing science, technology, and artificial intelligence, lifelong learning has become a mandatory requirement for people to adapt to societal changes. "Lifelong learning helps people overcome inferiority complexes, increase self-confidence, and avoid being left behind," emphasized Professor Dr. Nguyen Thi Doan.

For officials and public employees, Professor Nguyen Thi Doan particularly emphasized the need to shift their mindset from management to service. According to her, officials must constantly study and update their management knowledge to move from a system of requesting and granting permission to one of supporting and promoting, viewing citizens as partners rather than merely recipients of service.

Based on that experience, Professor Nguyen Thi Doan proposed that the National Assembly should soon enact a Law on Lifelong Learning because "learning is not only a right but also a duty of citizens."

At the same time, she suggested that agencies and departments should have specific plans and requirements for training and developing officials and employees, focusing on situational and practical training methods.

Notably, the Chairman of the Vietnam Association for the Promotion of Learning proposed using academic results as an indicator in evaluating officials, and also suggested the early development of a set of criteria for assessing public satisfaction with each area of ​​responsibility, in order to conduct periodic surveys, learn from experience, and evaluate officials.

Promoting digital transformation to build a learning and happy society.

At the conference, scientists presented diverse perspectives on the relationship between knowledge and happiness.

The workshop received 54 papers from universities, agencies, organizations, and associations for the promotion of learning at all levels, focusing on clarifying the relationship between lifelong learning, improving people's happiness index, and the link between lifelong learning and people's happiness index.

The opinions expressed at the conference will serve as an important basis for the Vietnam Association for the Promotion of Learning to advise the Party and the State in formulating policies for educational development, aiming to build a prosperous and happy Vietnam.

Professor Pham Tat Dong argues that in the new era, people's happiness index is closely linked to their ability to adapt to technology; therefore, lifelong learning must go hand in hand with comprehensive digital transformation.

According to him, when people are equipped with sufficient digital knowledge and skills, they will be more proactive, confident, and safer when using digital services in learning, working, and healthcare.

He proposed four key solutions: strongly digitizing the organization of the Association, building a digital learning resource repository, popularizing digital skills for the elderly and vulnerable groups, and developing a "Digital Learning Citizen" model.

From a cultural and historical perspective, Professor Vu Minh Giang, Chairman of the Science and Training Council of Vietnam National University, Hanoi, emphasized that lifelong learning needs to be nurtured from a foundation of traditional culture and national pride.

According to him, when new knowledge is harmoniously combined with the core values ​​of the country, people will not only enhance their intellect but also have a spiritual foundation to achieve lasting happiness.

Dr. Cao Xuan Thao, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, highly appreciated the timeliness of linking the lifelong learning movement with improving the people's happiness index. He affirmed that the Party's resolutions always take the people's happiness as the core measure; in the digital age, lifelong learning and digital transformation are the main driving forces for building a learning society for all people.

He stated that in the coming period, the Vietnam Fatherland Front will focus on five key solution groups: promoting propaganda, launching emulation movements in learning, honoring exemplary models, fostering a spirit of innovation, and strengthening social supervision and criticism of education policies.

According to Dr. Cao Xuan Thao, localities need to make the "People's Happiness Index" a specific goal in socio-economic development, while simultaneously unlocking resources and internal strengths within the people to build a learning society.
