Accordingly, on the afternoon of May 18, at the National Assembly, Politburo member, Secretary of the Government's Party Affairs Committee, Prime Minister Pham Minh Chinh and Politburo member, Secretary of the National Assembly Party Committee, and National Assembly Chairman Vuong Dinh Hue co-chaired a meeting between the National Assembly Party Committee and the Government Party Committee on the 5th session of the 5th National Assembly.
Speaking at the conference, National Assembly Chairman Vuong Dinh Hue emphasized that the workload of the 5th session is very heavy, both in terms of legislation, supervision and decision-making on important national issues. In particular, many large, difficult and sensitive contents, such as the contents of the Land Law project (amended), the Housing Law project (amended), the Real Estate Business Law project (amended), the Electronic Transaction Law project (amended) ...
Along with that, some content will be submitted to the National Assembly for approval to include in the program or not, if the National Assembly agrees, it is expected that more content will be submitted to the National Assembly, the session time will be longer. Therefore, the President of the National Assembly emphasized that the preparation for the organization of the meeting must be very thorough. The Standing Committee of the National Assembly also reported to the National Assembly to organize the session into two phases so that the agencies have time to absorb, adjust and complete the contents to be submitted to the National Assembly.
The National Assembly Chairman suggested that, with big and difficult issues, and with different opinions, the submitting agencies, ministries and branches must carefully discuss and agree.
Reporting at the conference, Secretary General of the National Assembly, Chairman of the National Assembly Office Bui Van Cuong suggested that the National Assembly Party Committee and the Government's Party Personnel Committee direct the agencies to focus on completing the dossiers of projects and drafts, carefully review, actively exchange and agree on the basic issues of the project and draft before submitting to the National Assembly; urgently send dossiers and documents of the missing contents according to the required deadlines in Document No. 2291/TTKQH-TK dated May 16, 5 and notices of conclusions on each content of the meeting to promptly send them to the National Assembly deputies, ensuring their research time. The necessary contents to adjust the provisions of the law, it is recommended to study to amend the relevant laws, and it is possible to submit to the National Assembly for promulgation a law amending many laws to meet the problems arising in practice.
The Secretary-General of the National Assembly proposed the National Assembly Party Committee and the Government Party Personnel Committee to continue directing to accelerate the renewal, improve the efficiency of information work, and propagate both width and depth about the activities of the National Assembly and its agencies, especially activities taking place at the 5th session for voters and people nationwide to monitor and supervise.
Reporting on the work of the Government in preparation for the meeting, Minister and Chairman of the Government Office Tran Van Son stated that Government agencies are urgently working closely with agencies of the National Assembly in explaining and absorbing the conclusions of the Standing Committee of the National Assembly to finalize official documents, reports and submissions to the National Assembly and National Assembly deputies.
According to the Minister, Chairman of the Government Office, the preparations for the session have received the close, drastic and timely leadership and direction of the National Assembly Party Committee, especially the Secretary of the National Assembly Party Committee, the President of the National Assembly, the efforts and initiative of the agencies of the National Assembly and the early and remote coordination and preparation between the agencies of the Government and the agencies of the National Assembly.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that this conference continues to affirm the smooth and close coordination between the National Assembly Party Committee and the Government Party Personnel Committee.
Agreeing with the content of the report of the Secretary General of the National Assembly and the Chairman of the Government Office, the Prime Minister said that on a number of documents and reports sent slowly, these are all very difficult contents, the Government must ensure the progress but also ensure the quality, many contents must be discussed and given opinions many times to come to a consensus. The Prime Minister affirmed that the Government is making great efforts to improve the quality of law projects, resolutions and documents submitted to the National Assembly.
Prime Minister Pham Minh Chinh also suggested that, during the law-making process, the National Assembly's agencies and the Standing Committee of the National Assembly should promptly discuss with the Government if they detect content that may lead to negativity, group interests to combat negativity, group interests right from the law-making process, or in some cases the submitting agency may not have fully figured it out.
Regarding economic growth, the Prime Minister pointed out that at present, the budget deficit is still being controlled below the threshold allowed by the National Assembly. However, the export momentum is facing many difficulties due to the decrease in global aggregate demand. This leads to businesses losing many contracts, affecting the jobs of employees. In that context, many localities proposed to deploy public investment with much-needed local transport works with the local budget. The Prime Minister also proposed to separate site clearance from investment projects to clear congestion and free up resources.
Regarding the improvement of the investment and business environment, some policies need to be changed, but the Prime Minister also mentioned the fact that in the current context, because many countries have implemented the common policy of collecting money to fight inflation, investment in other countries has also been reduced, not only in Vietnam. As for policy design to adapt to the global minimum tax, the Prime Minister said that he has assigned the Ministry of Finance to implement. Last April, the Ministry of Finance held an international conference, in the spirit of definitely implementing.
Concluding the conference, National Assembly Chairwoman Vuong Dinh Hue emphasized that, in the spirit of focus, frankness, consultation, and exchange, the conference agreed on many issues. Up to now, the basic contents of the meeting have been prepared and completed. The National Assembly Chairman suggested the Government and agencies of the National Assembly continue to closely coordinate to ensure the successful organization of this important session.
