Preferential loans – the “key” to unlocking opportunities.
In 2020, Mr. Le Minh Thanh, from Thanh My B hamlet, Tan Binh commune, went to Japan to work under a fixed-term contract. After 3 years, Mr. Thanh returned to Vietnam with several hundred million dong in accumulated capital. Not only Mr. Thanh, but his younger brother and many other local young people also researched the policy and boldly registered to work abroad. “Thanks to the policy supporting workers going to work abroad, my brother and I were able to access preferential loans from the Vietnam Bank for Social Policies (VBSP). Currently, my younger brother is working in Japan with an income of 30 million dong per month. Not only have we repaid the 112 million dong loan, but we have also saved money to send back to our family,” Mr. Minh Thanh shared.
According to Mr. Huynh Van Pho in Truong Khanh 2 hamlet, Thanh Hoa commune, his son, Huynh Thanh Tuan (28 years old), works as a laborer for a local seafood company, earning around 5-6 million VND per month. With favorable conditions, Tuan went to Taiwan (China) to work on a temporary basis, earning approximately 30 million VND per month. Each month, Tuan saves over 15 million VND to send back to his family. "Seeing my eldest son have a stable job and high income, I plan to send my second son to work abroad on a temporary basis when he is old enough," Mr. Pho shared.
In reality, besides the determination of the workers, the State's capital support policy is one of the important factors that helps many families have more opportunities. In recent years, Can Tho City has effectively implemented loan programs, creating conditions for workers to access opportunities to work abroad for a limited period.
Over the past five years, the City Branch of the Vietnam Social Policy Bank has provided loans to over 2,700 workers, totaling approximately 215 billion VND. Currently, over 1,500 workers across the city have benefited from the preferential loan program, with a total outstanding loan balance of 99.2 billion VND.
Improving the quality of human resources - a sustainable path forward.
Mr. Tieu Minh Duong, Deputy Director of the Department of Internal Affairs of Can Tho City, emphasized: "The work of sending laborers to work abroad plays an important role in solving unemployment, contributing to sustainable poverty reduction; at the same time, it improves the quality of skilled labor, promoting socio -economic development of the city."
Currently, 81 licensed businesses have provided recruitment counseling services in the city. The City Employment Service Center plays a key role in connecting labor supply and demand. The Center has implemented a comprehensive range of solutions, from public awareness campaigns and training to the application of technology. In particular, the application of technology through TikTok, livestreaming, and QR codes for job searching helps people access information quickly and effectively. The Center has also organized language training and interview skills training for nearly 400 people.
Before the merger of provincial-level administrative units, the three localities (Can Tho City, Hau Giang , and Soc Trang) all had policies to support workers going to work abroad under contract. These resolutions focused on providing support in terms of loans, vocational skills training, and foreign language learning.
According to Mr. Tieu Minh Duong, in the coming time, the Department of Internal Affairs will advise and submit to the City People's Council a resolution on unified policies. Successful models such as "Those who came before lead those who come after" and "Collaborator Clubs" will continue to be replicated. In particular, non-profit programs sending workers abroad under international agreements are being strongly implemented…
With the strong determination of the Ministry of Interior and the close coordination of all levels and sectors, the work of sending workers abroad is creating a "new wave" - bringing joy, hope, and a bright future for workers in Can Tho.
