
Electronic land ownership certificates officially replace paper certificates.
The Ministry of Agriculture and Environment has just issued Decision No. 441 on connecting and exploiting data from land use right certificates and property ownership certificates (also known as electronic land title certificates) to replace paper copies in administrative procedures. This is considered a major step forward in reducing administrative procedures, limiting paperwork, increasing transparency, and shortening the time for processing land-related documents. Authorities will verify the information of land users and homeowners in the National Population Database; review, update, correct, and supplement missing information.
Data on land use right certificates, ownership certificates of assets attached to land, and other types of land use right certificates and ownership certificates of assets attached to land as stipulated in Clause 3, Article 256 of the Land Law (hereinafter referred to as Certificates) in the national land database are eligible for exploitation and use as a replacement for paper documents in administrative procedures.
Specifically, the information fields related to the Certificate in the national land database that are shared include:
Information about land users and owners of assets attached to the land:
- Name of the land user, owner of the property attached to the land;
- Personal identification number/Business identification number.
Information about the land plot:
- Land parcel identification code;
- Land plot number;
- Map sheet number;
- Acreage;
- Soil type;
- Land use duration;
- Land use type;
- Origin of use;
- Address of the land plot.
Information about assets attached to the land:
- Asset name;
- Usable area;
- Ownership period;
- Form of ownership;
- Property address.
Other information:
- Notes/Information;
- Information regarding mortgage registration;
- Certificate issuance number;
- Date the certificate was issued;
- The certificate information file is in PDF format.
