Over the past period, playing a pivotal role in the development of the collective economy, the Provincial Cooperative Union has actively connected and supported cooperatives in improving production and business efficiency, increasing the value of local agricultural products and agriculture, and making important contributions to the socio-economic development of the province.

Putting policies into practice.

The collective economic sector and cooperatives are increasingly asserting their position as an important economic component of the province. In recent years, this sector has undergone many positive changes, creating a foundation for a dynamic, efficient, and sustainable development phase.

The province currently has 1,646 cooperatives operating in various fields, basically complying with the regulations of the Cooperative Law. By 2025, the cooperative sector will create regular jobs for over 7,900 workers, of which approximately 3,700 will be cooperative members, with an average income of about 104 million VND per person per year.

In the past period, the Provincial Cooperative Union continued to play its role as a bridge between the Party Committee, the government, and the collective economic sector, effectively implementing the task of "connecting - advising - supporting". The dissemination of the Party's guidelines and the State's policies and laws on the development of the collective economy, digital transformation, and the construction of new rural areas has been intensified among cooperatives, members, and workers.

In addition, the Provincial Cooperative Union, in coordination with agencies and credit institutions, supports cooperatives in accessing capital for production development; actively advises on the implementation of Resolution No. 20-NQ/TW of the Central Committee of the 13th Party Congress on innovation, development and improvement of the efficiency of the collective economy in the new period, along with the 2023 Cooperative Law in the province.

Many new-style agricultural cooperatives have developed large-scale production, linked to value chains, bringing clear socio-economic benefits, contributing to increasing income and stabilizing the lives of rural people. Typical examples include the Sang Nhung Safe Food Processing Cooperative in Dong Tho commune with revenue exceeding 40 billion VND/year; the Su Anh Agricultural Production and Service Cooperative in My Lam ward with revenue exceeding 10 billion VND/year; the Tien Thanh - Tuyen Quang High-Tech Agricultural Cooperative in An Tuong ward with revenue exceeding 20 billion VND/year; and the Tuan Dung Cooperative in Meo Vac commune…

One exemplary model is the Tan Thai 168 Tea Cooperative (Ham Yen commune). From planting and harvesting to processing, every stage of production at the cooperative is strictly organized according to organic standards of "three no's": no pesticides, no chemical fertilizers, and no impurities. Currently, the cooperative is linked with 58 households, developing an organic tea growing area of ​​over 30 hectares. Its two main products, Tan Thai Duong 168 Tea and Tan Thai Duong 168 Young Tea Leaves, have respectively achieved OCOP 3-star and 4-star certifications. As a result, the cooperative's revenue reaches 3.5 - 4 billion VND per year, an increase of about 15 - 20% compared to before.

Mr. Cao Hung Dung, Chairman of the Provincial Cooperative Union, stated that from the beginning of the term, the Standing Committee and the Executive Committee of the Provincial Cooperative Union determined that developing cooperatives is not only about increasing their number but also about improving the quality of their operations. The focus is on enhancing management capacity, capital resources, and member income; developing new cooperative models; increasing autonomy; and effectively exploiting local potential and advantages, thereby contributing to ensuring social security.

A dramatic transformation

With quality and efficiency as the benchmarks, the cooperative development movement in the province is becoming increasingly diverse, linked to production along the value chain and exploiting the advantages of each locality.

Many agricultural cooperatives have formed production models linked to key products such as tea, oranges, livestock and poultry farming, aquaculture, and safe vegetables. Currently, the province has 217 cooperatives with OCOP products, accounting for nearly 65% ​​of the total number of OCOP entities, with 294 products achieving 3 stars or higher. In addition, 57 cooperatives apply production standards such as VietGAP and organic farming; 135 cooperatives have registered trademarks for 146 products. Many products are gradually building their brands, contributing to increasing the value of agricultural products and promoting the local image.

Several successful cooperative models have created stable jobs for local people. A prime example is the Viet Thanh Broom Cooperative in Vi Xuyen commune, with 50 member households. In recent years, market expansion, especially exports, has created new development opportunities for the cooperative. In 2025 alone, the cooperative sold over 1.65 million broom products, generating approximately 20 billion VND in revenue; simultaneously, it exported 200,000 products to the US market at a price of 100,000 VND per product, creating stable employment with an average income of about 6 million VND per person per month.

The achievements demonstrate the leadership and attention of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; the coordination of departments, agencies, and localities; and the efforts of the Provincial Cooperative Union and its member cooperatives. Training and capacity building in management, support for trade promotion, market connectivity, and addressing difficulties related to capital and product consumption for cooperatives continue to be prioritized.

In the coming period, the Provincial Cooperative Union will continue to promote the dissemination and understanding of the Party's guidelines on the development of the collective economy, especially Resolution 20-NQ/TW and the 2023 Cooperative Law; and at the same time strengthen coordination with departments and agencies to advise on appropriate mechanisms and policies to overcome difficulties and create conditions for cooperatives to develop.

In addition, the Provincial Cooperative Union continues to innovate its content and methods of operation; strengthens consulting and support for cooperatives in applying science and technology and digital transformation in management, production, and trade promotion; expands production linkages along the value chain, improves productivity, product quality, and competitiveness in the market, contributing to building sustainable new rural areas.
