Ca Mau has a vast coastal border, with 75 river mouths leading to the sea, and many large seaports with dense populations and bustling seafood exploitation and trade activities. This also creates favorable conditions for individuals to exploit and engage in smuggling and trade fraud at sea using sophisticated methods.

Colonel Ha Van Thanh, Commander of the Border Guard Force of Ca Mau province, said that the current problem is oil smuggling at sea. Smugglers often use fishing boats and fishing support vessels as cover to transport large quantities of oil; they organize deliveries and transfers at sea in offshore and border areas to avoid detection by authorities.

In addition, the trading of goods of unknown origin and smuggled cigarettes still occurs in some coastal areas.

The provincial Border Guard Force regularly patrols and controls the sea to combat smuggling and trade fraud.

In light of this situation, the Provincial Border Guard Command directed its units to strengthen their understanding of the local situation, intensify patrols, inspections, and control of maritime activities in order to promptly detect and strictly handle violations.

The Song Doc Border Guard Station, in coordination with other functional forces, discovered a business dealing in smuggled cigarettes.

For example, on May 9, 2026, the Song Doc Border Guard Station, in coordination with other functional forces, inspected a convenience store in Hamlet 7, Song Doc Commune, and discovered 455 packs of smuggled cigarettes of various types without invoices or documents proving their origin. The confiscated goods were temporarily seized for processing according to regulations.

Border Guard Squadron 1 detected a fishing vessel transporting and smuggling oil at sea.

Previously, on May 5, 2026, during a sea patrol, Border Guard Squadron 1 inspected fishing vessel TG 91467 TS operating approximately 10 nautical miles west of Hon Khoai Island. Upon inspection, authorities discovered over 31,200 liters of diesel fuel of unknown origin on board. The captain confessed to purchasing the fuel from an unidentified vessel at sea to resell to other fishing vessels for illicit profit.

Individuals selling cosmetics of unknown origin were apprehended by the Tam Giang Tay Border Guard Station.

According to the Ca Mau Provincial Border Guard, from the beginning of 2026 to the present, the unit has detected and handled 97 cases involving 124 violations related to smuggling, trade fraud, illegal transportation of goods, and illegal oil trading at sea. Seized items include over 31,200 liters of diesel fuel, 690 bags of smuggled cigarettes, over 15 tons of frozen seafood, nearly 24 tons of fertilizer, and many other goods; the total amount of fines is nearly 8 billion VND.

In the coming period, the Provincial Border Guard Command will continue to strengthen operational measures, review key routes and areas; maintain a permanent force and means at sea to promptly detect and handle violations. At the same time, it will strengthen coordination with the Police, Customs, Coast Guard, Fisheries Surveillance, and local authorities to effectively combat smuggling and trade fraud, preventing the formation of hotspots in the maritime border area.
