Prioritize resources for improving the quality of education and primary healthcare.

On the afternoon of May 25th, a delegation led by Mr. Nguyen Minh Luan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the People's Committee of Ca Mau province, conducted a field survey of facilities at several medical units and schools, and held a working session with the Party Committee of Vinh Loi commune.

The working group conducted a field survey of the facilities at Mai Thanh The Primary and Secondary School, Vinh Loi Commune Health Station (Nha Dai Hamlet), and inspected the preparations for the 2026 high school graduation exam at Le Van Dau High School (Xeo Chich Hamlet).

At Mai Thanh The Primary and Secondary School, the delegation focused on inspecting the progress of essential projects such as toilets, clean drinking water systems, and surveying the need for additional investment to ensure adequate teaching and learning conditions for teachers and students. These are areas of particular concern to the province, aiming to build a safe and friendly school environment that meets the requirements of educational reform.

According to reports, the school still has 4 teachers who do not meet the required professional qualifications; the facilities are dilapidated, and even the most basic teaching equipment is lacking. In particular, the swimming pool, which was invested in for the school, is currently not in use due to a lack of water filtration equipment and needs to be rectified soon.

During a survey at the Vinh Loi Commune Health Station, the working group noted numerous difficulties regarding organizational structure, personnel, and job positions; obstacles in the management and supply of medicines, vaccines, chemicals, and medical equipment; as well as operational funding and infrastructure conditions.

Vice Chairman of the Provincial People's Committee Nguyen Minh Luan noted that investment in health stations must be linked to improving the quality of primary healthcare, building trust so that people choose to seek treatment locally, and contributing to reducing the burden on higher-level facilities.

The head of the Vinh Loi Commune Health Station reported to the working group on the difficulties regarding facilities, personnel, and medical equipment.

During an inspection of the preparations for the 2026 high school graduation exam at Le Van Dau High School, the working group noted that the school has a large number of candidates, over 430, including 143 independent candidates. Therefore, the school needs to proactively and thoroughly prepare the conditions for organizing the exam; and strictly adhere to the regulations and guidelines of the Ministry of Education and Training .

According to school leaders, preparations for the exam are basically complete at this point; facilities, examination rooms, desks, chairs, and other conditions for the exam are all in accordance with regulations.

At the meeting, according to the report from the leaders of the Vinh Loi Commune Party Committee, in the first months of 2026, the local economy continued to develop. Agricultural production, trade and services, and the collective economy were maintained effectively; the work of building new rural areas, land management, and construction investment was implemented synchronously. Education, health, culture, and social welfare continued to receive attention, contributing to improving the material and spiritual lives of the people.

Tran Anh Thi, Secretary of the Party Committee of Vinh Loi commune, reported on the socio-economic development situation and the implementation of Resolutions 71 and 72 in the area.

Regarding the implementation of Resolutions No. 71 and 72 of the Politburo, the commune has proactively concretized tasks related to education and health care, linking them with local socio-economic development. However, the locality still faces difficulties in terms of funding, infrastructure, teaching equipment, medical equipment, information technology personnel, and conditions for digital transformation.

Nguyen Chi Thanh, Director of the Ca Mau Provincial Department of Health, further clarified the difficulties faced by the Vinh Loi Commune Health Station.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the locality to pay attention to the recruitment and appointment of civil servants; review the semi-professional staff, identify vacant positions, and strengthen professional training and development for officials and civil servants. At the same time, it is necessary to accurately assess the need for school repairs and essential infrastructure; evaluate student numbers to plan appropriately based on reality, and address the issue of teachers not meeting the required standards.

Emphasizing that investing in toilets and clean drinking water for students is the responsibility of local Party committees and authorities, the Vice Chairman of the Provincial People's Committee requested the commune to complete these items before August 31, 2026, in accordance with standards, and at the same time rectify the lax management of public assets in schools.

For the 2026 high school graduation exam, localities need to focus on supporting accommodation and meals, ensuring security and order, providing exam support, and creating favorable conditions for exam officials and candidates.

Specifically in the healthcare sector, it is necessary to review and effectively utilize existing land and facilities to expand the examination and treatment space at commune health stations; and to promptly finalize the design plan, cost estimate, and investment roadmap for submission to the Provincial People's Committee for consideration and implementation.
