Instructions for citizens to submit online applications to handle administrative procedures at the City Public Administrative Service Center.

The competition, organized by the City People's Committee, is scheduled to hold its preliminary round in June and the final round in July 2026. It is open to officials and employees of specialized agencies of the City People's Committee, the City Economic and Industrial Zone Management Board, and the People's Committees of communes and wards. Each unit will form a team of 5-7 members.

According to the rules, the competition consists of two rounds. In the preliminary round, with the theme "Spreading Ideas for Administrative Reform," each team will create a video clip of up to 7 minutes in the form of a documentary, play, or theatrical skit reflecting the reality of administrative reform at their agency, unit, or locality. The content should focus on innovating administrative procedures, applying information technology, digital transformation, and improving the quality of service to citizens and businesses.

Eligible videos will be posted on the City People's Committee's fanpage for interaction scoring based on likes, comments, and public shares over a period of 7 days. The organizing committee will select a maximum of 6 teams from the departmental-level agencies and 8 teams from the commune-level People's Committees to advance to the final round.

The final round was held in the form of a live competition on stage with three parts: knowledge, presentation of ideas for administrative reform, and handling of real-life situations in resolving administrative procedures serving citizens and businesses.

According to the plan, participating units must finalize their video clips and submit them to the organizing committee no later than June 20th for selection and posting on the Hue City People's Committee fanpage.
