The allowance ranges from 20% to 80%.

Decree 182/2026/ND-CP was issued to concretize the policy of caring for and improving the remuneration of teachers, education management staff, and education support personnel in the public education system. This is considered one of the important policies contributing to motivating and encouraging the education workforce to work with peace of mind, especially in difficult areas, ethnic minority areas, mountainous regions, border areas, and islands.

According to regulations, the minimum preferential allowance is 20%, applicable to educational support staff working at preschools, primary and secondary schools, continuing education centers, vocational high schools, special schools, friendship schools, and centers for supporting inclusive education development.

A 25% allowance is applied to teachers teaching in higher education institutions and training schools under ministries, central agencies; it also applies to those directly supervising practical training in school workshops, laboratories, or on training ships in university training programs.

For vocational education, teachers teaching at colleges, vocational schools, vocational training centers, or those directly supervising practical training are entitled to a 30% allowance.

The allowance will be increased to 35% for teachers teaching at vocational education centers located in ethnic minority and mountainous areas, island communes, or border regions.

Among them, the group with relatively high allowances includes teachers in junior high schools, high schools, vocational schools, continuing education, teachers in teacher training colleges, teacher training faculties of higher education institutions, and teachers who teach integrated theory and practice at vocational education institutions. This group receives a preferential allowance of 40%.

In addition, highly qualified and skilled educators such as Meritorious Artists, Meritorious Doctors, Meritorious Artisans, or those holding advanced national vocational skills certificates who directly participate in practical teaching are also eligible for the 40% allowance.

For preschool and primary school teachers, the preferential allowance is set at 45%. This group is considered to play a particularly important role in shaping the knowledge, skills, and character of children in their early years.

Priority given to disadvantaged areas and ethnic boarding schools.

Decree 182/2026/ND-CP clearly states the special priority given to teachers working in disadvantaged areas or in specialized types of schools.

Accordingly, a 60% allowance is applied to teachers and education administrators working at gifted sports schools, gifted arts schools, and ethnic minority boarding schools. Preschool and primary school teachers working in ethnic minority and mountainous areas, island communes, and border communes are also entitled to this allowance.

A 70% allowance is applied to teachers and education administrators working in areas with particularly difficult socio -economic conditions. This acknowledges the contributions of teachers who are dedicated to their schools and classrooms in areas lacking adequate facilities and living conditions.

The highest allowance rate under the Decree is 80%, dành for several specific groups. These include teachers and administrators working at ethnic boarding schools, boarding schools, specialized high schools, pre-university schools, Friendship School 80, Friendship School T78, and Viet Bac Highland High School.

In addition, teachers and administrators working in schools for people with disabilities or centers supporting inclusive education development also receive a preferential allowance of 80%.

Another group entitled to the highest allowances are teachers teaching in preschools, primary and secondary schools, vocational high schools, and special schools located in areas with particularly difficult socio-economic conditions as defined by the Government.

The decree also stipulates specific provisions for teachers teaching at the Ho Chi Minh National Political Academy and provincial-level political schools. This group will continue to receive the current preferential allowance for their profession until new regulations are issued.

For teachers and educational administrators working at reform schools, in addition to the current regulations on allowances for national defense and security and seniority allowances, if the total allowance received is less than 70%, the difference will be supplemented to reach the equivalent of 70%.

The issuance of Decree 182/2026/ND-CP is expected to contribute to the improvement of salary policies and benefits for teachers and employees in the education sector, especially in disadvantaged areas and specialized educational fields. The new policy also demonstrates the State's concern for those directly involved in education and training human resources for the country's development in the new era.
