While private schools in Hanoi have been announcing their enrollment plans for 6th grade in the 2025-2026 school year, public secondary schools and high-quality schools are still awaiting guidance from the Department of Education and Training.
Recently, the Ministry of Education and Training (MOET) issued Circular No. 30/2024 on the regulations for admission to junior high schools and high schools. This circular stipulates that the admission method for junior high schools will be selection based on academic records; it also assigns the Departments of Education and Training to provide specific guidance on selection criteria, ensuring that the selection process is fair, objective, transparent, and appropriate to the local context.
According to the regulations of the Circular, the enrollment of students into grade 6 is conducted once a year. The enrollment method applied uniformly across localities is selection based on academic records. The selection criteria are specifically guided by the Department of Education and Training, ensuring fair, objective, transparent selection that is appropriate to the actual situation in each locality. The new regulations also reduce administrative procedures in the enrollment registration process. Accordingly, registration for junior high school enrollment is done online. If the conditions for online registration are not met, registration can be done in person or via mail .
Many school administrators share the view that the new admission method for grade 6 not only reduces pressure on students but also makes things easier for schools. The school network in Hanoi currently includes all types of schools, effectively meeting the diverse learning needs of students.
Nevertheless, after the Ministry of Education and Training issued Circular 30, which abolished entrance exams for grade 6, the question of how to conduct grade 6 admissions to ensure the rights of students in high-quality secondary schools, or secondary schools with a much larger number of applications than the quota (in densely populated areas), has become a significant issue.
Ms. Le Kim Anh, Principal of Cau Giay Secondary School (Hanoi), said that the new regulations from the Ministry of Education and Training are appropriate. However, given the school's high-quality status, enrollment will be difficult if only selection based on academic records is applied. The school will wait for specific and detailed guidance from the Hanoi Department of Education and Training and Cau Giay District. At the same time, the school will proactively research the most suitable enrollment plan to differentiate between applicants, given that parental demand exceeds the school's enrollment quota.
Regarding concerns about the enrollment process for 6th grade, the Hanoi Department of Education and Training stated that the selection method will continue to be applied to public secondary schools in the 2025-2026 school year. The Department is currently urgently developing a plan for enrollment into the first grades of each level, including 6th grade. After approval by the Hanoi People's Committee, the Department will widely publicize the plan, which will serve as a basis for schools to organize enrollment in accordance with regulations.
Mr. Nguyen Xuan Thanh, Director of the Secondary Education Department (Ministry of Education and Training), emphasized: To ensure fair, objective, and transparent admissions, reduce pressure on students, and align with reality, based on the regulations issued by the Ministry of Education and Training, provincial Departments of Education and Training must develop admission criteria applicable to all schools. The principle of Circular No. 30 is that admissions at any secondary school fulfill the task of universal education in the area. This serves as the basis for provincial Departments of Education and Training to develop admission criteria that meet the enrollment requirements.
