Proactive prevention of rabies

Given the complex situation of rabies outbreaks in mountainous areas, relevant authorities are urgently implementing a series of coordinated measures to contain and manage the outbreaks and ensure the health and safety of the people.

Recently, several outbreaks of rabies in dogs have been recorded in some localities, indicating that the risk of exposure to the rabies virus remains latent in the community. This necessitates decisive action from the entire political system and proactive disease prevention awareness from the public.

To ensure public health, localities are intensifying efforts to raise awareness and encourage households to regularly vaccinate their pet dogs and cats against rabies; at the same time, they are improving awareness of pet management, preventing pets from roaming freely, and contributing to preventing the risk of rabies spread in the community.

To proactively prevent rabies, the Da Nang City Center for Disease Control has established an integrated management model, regularly sharing inter-sectoral epidemiological information as soon as animals are found to be infected or suspected of being infected with rabies, as well as when people are bitten or scratched by dogs or cats. Communication efforts have been intensified through various forms such as public address systems, social media platforms like Zalo and Facebook, and neighborhood meetings… to raise community awareness about the dangerous nature of rabies.

In particular, the Zalo group "Da Nang Rabies Prevention" was established with the participation of veterinary and health sectors at all levels, maintaining 24/7 exchange and updating of disease information, contributing to the timely handling of emerging situations; thereby promoting dissemination through text messages and the 1022 hotline. The health sector also organized training to improve the capacity of health workers at the commune, village, and hamlet levels and collaborators in monitoring zoonotic diseases, strengthening mobile epidemic control teams, and preparing to support localities in investigating and handling outbreaks.

According to recommendations from the Da Nang City Center for Disease Control, people should not let dogs and cats roam freely or keep them as pets of unknown origin. When taking dogs and cats out, they must be on a leash, muzzled, and accompanied by a person; under no circumstances should pets bite people. Pet owners should report to the local authorities and have their dogs and cats vaccinated against rabies annually.

If bitten, scratched, or licked by a dog or cat, immediately wash the wound with soap under running water for about 15 minutes, then disinfect it. Do not bandage the wound and avoid crushing the injured area. People should not self-treat at home but should go immediately to the nearest medical facility for examination, consultation, and to receive the full course of rabies vaccine and antiserum according to schedule. Absolutely do not use unscientific treatment methods such as traditional medicine, scratching, sucking, injecting, or cupping.

When detecting dogs, cats, or other pets exhibiting unusual symptoms such as loss of appetite, weakness, running loose, aggression, or biting, immediately report it to the People's Committee of the commune or ward, or the local veterinary agency for timely handling. Simultaneously, actively participate in the "Going door-to-door, checking every pet" campaign to help control, contain, and ultimately eliminate rabies in the city.
