According to the National Center for Hydro-Meteorological Forecasting, on the evening and night of June 4th, Northern Vietnam will experience moderate to heavy rain and thunderstorms, with some areas receiving very heavy rainfall exceeding 130mm. Notably, some areas are at risk of experiencing heavy rainfall exceeding 100mm in 3 hours.
Heavy rains can cause flooding in low-lying areas and urban centers; they also increase the risk of flash floods on small rivers and streams, and landslides in mountainous areas. During thunderstorms, there is a possibility of tornadoes, lightning, hail, and strong gusts of wind.
To proactively respond, the National Steering Committee for Civil Defense requests that localities closely monitor weather forecasts and warnings of natural disasters; and promptly inform local authorities and the public to take proactive preventive measures.
Local authorities are reviewing areas at high risk of flash floods and landslides to proactively evacuate people to safe locations; mobilizing rapid response forces to inspect and clear waterways at obstructed areas; and preparing forces and equipment according to the "four on-the-spot" principle to support people in overcoming the consequences when situations arise.
The Steering Committee also requested strengthening communication efforts, especially through grassroots information systems, to update weather developments and provide guidance on responding to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and flooding so that people can proactively prevent and minimize damage.
Local authorities are required to organize a strict duty roster and regularly report the situation to the National Steering Committee for Civil Defense through the Department of Dyke Management and Disaster Prevention and Control ( Ministry of Agriculture and Environment ).
