Increase the lifespan of the structure.
Mr. Tran Tu Hai, Deputy Director of Da Nang Bridge and Road Construction Joint Stock Company, believes that road maintenance and repair are of paramount importance. If building transportation infrastructure is like creating "blood vessels," then maintenance and repair is about keeping those "blood vessels" flowing healthily.
Experience has shown that regular maintenance and upkeep extend the lifespan of infrastructure. Road inspectors can quickly detect and report even small cracks and potholes to the relevant authorities, preventing water from seeping in and damaging the road foundation, saving hundreds of billions of dong for the budget compared to rebuilding the entire structure.
In disaster prevention and flood control efforts, road maintenance plays a particularly important role. Therefore, before the rainy season, the Department of Construction directs relevant agencies and units to regularly inspect drainage systems, clear blockages, remove obstructions, and excavate diversion channels; repair areas at risk of erosion during heavy rains to ensure effective drainage of drainage ditches, bridges, and culverts. They also promptly detect and repair any damage or erosion to ensure the safety of the structures; immediately patch potholes and repair damaged road surfaces to prevent water seepage into the roadbed and further damage.
Proper road maintenance before each rainy season will contribute to increased resilience, proactive prevention, damage mitigation, and shorter recovery times after natural disasters. A specialist shared that a well-maintained drainage system and a reinforced embankment before the rainy season will help road infrastructure better withstand water flow, minimizing the risk of road closures and traffic disruptions.
Furthermore, to maintain a smooth and safe traffic system, local authorities need to pay attention to coordinating efforts to protect and strictly address encroachment on road safety corridors and violations of road infrastructure within their jurisdiction. Effective management of road safety corridors will contribute to faster land clearance when construction and upgrading projects are implemented, while also ensuring clear visibility for drivers and traffic safety.

Ensure smooth operation.
Regarding the work to mitigate the consequences of the floods in 2025, the Department of Construction stated that in phase 1, the department directed the completion of traffic congestion remediation and ensured traffic flow throughout the city with 16 project dossiers. Several locations with severe landslides causing road closures on provincial roads DT606 and 40B were promptly addressed with the construction of temporary culverts and excavation of embankments to reopen the routes. The timely clearing and reopening of affected roads contributed to stabilizing people's lives and serving them during the Tet holiday.
In Phase 2, the Department of Construction directed the implementation of emergency repair projects to mitigate the consequences of natural disasters, aiming to restore road infrastructure and ensure normal traffic flow. Based on this, the relevant agencies advised the City People's Committee to issue 18 emergency construction orders. To date, 15 projects have been completed, and 3 projects to repair damage on routes DT606, DT615, and DT615B are being urgently constructed and are expected to be completed before June 30th of this year.
After June 30th, when the emergency construction orders expire, the Department of Construction will hold a summary meeting on disaster prevention and search and rescue work in 2025 and implement tasks for the 2026 rainy season. In particular, the relevant authorities require subordinate specialized departments and road management units to continue prioritizing and focusing on maintaining and repairing the "lifelines" of transportation before the rainy season to minimize damage and ensure smooth and safe traffic flow, trade, and rescue operations.
Mr. Tran Ngoc Thanh, Deputy Director of the Department of Construction, said that road maintenance can be likened to "preventing disease and intervening promptly" to keep the "blood vessels" of traffic flowing smoothly. From an economic perspective, focusing on road management and maintenance will optimize costs (one dollar spent on maintenance is equivalent to ten dollars spent on new construction), promoting growth by reducing vehicle operating costs and logistics costs. Doing this work well will help maintain design capacity, ensure normal operation and exploitation of the road transport system, detect hidden hazards such as cracks and erosion early, and thus allow for easier and less costly remedial measures.
