Following the Covid-19 pandemic, the world is changing rapidly, comprehensively, and profoundly, with complex, unpredictable, and difficult-to-forecast developments in the economic, political , social, and security spheres at the regional and global levels.
Overcoming all difficulties, Vietnam has still achieved outstanding and historic achievements in socio -economic development, enhancing the country's position and prestige, creating new opportunities and favorable conditions to transform itself according to the goals set by the 13th Party Congress: By 2030, to become a developing country with modern industry and upper-middle income, and by 2045, to become a developed country with high income.
Contributing to the formation of a new mindset and a new strategic vision for development, in line with the country's new position and strength , the Ministry of Planning and Investment plays a crucial role as the "chief architect" of the economy.
On the occasion of the Lunar New Year of the Dragon, Minister of Planning and Investment Nguyen Chi Dung had an exchange with the press on this issue.

Reporter: Minister, the country has just gone through a difficult year, with at least 10 out of 15 targets met or exceeded, notably the completion of all social targets, reflecting the positive nature of our regime. How do you assess these results?

Minister Nguyen Chi Dung: In 2023, the global and regional situation was volatile, unpredictable, and beyond forecasting capabilities, facing many difficulties and challenges.

Against this backdrop, our country's economy has steadily overcome difficulties and challenges, continuing to achieve many important and fairly comprehensive results in various fields. These include:

Thanks to the Party's leadership, the National Assembly's support and coordination, and the involvement of the entire political system, the Government and the Prime Minister have provided close, timely, effective, and synchronized guidance and management to ministries, sectors, and localities in implementing solutions and policies to overcome difficulties and obstacles, support production and business, and the economy, focusing on promoting growth across all three drivers: investment, consumption, and exports. Macroeconomic stability has been fundamentally maintained, inflation has been controlled, and major balances, state budget revenue, energy security, and food security have been ensured.

Prime Minister Pham Minh Chinh delivered a directive speech at the Conference summarizing the work of 2023 and implementing the tasks for 2024 of the Planning, Investment and Statistics sector.

In 2023, credit rating agency Fitch Ratings maintained Vietnam's credit rating at BB in June, upgraded it to BB+ in December, with a "Stable" outlook, while downgrading the ratings of several major economies.

The estimated economic growth for the whole year is 5.05%, which, although lower than the target, is among the highest in the world and the region; economic growth, industrial production, exports, etc., have improved positively quarter by quarter and month by month.

Fundamental factors such as institutions, the investment and business environment, infrastructure, human resource quality, science and technology, and innovation have improved relatively significantly.

475km of expressways have been completed, bringing the total length of expressways nationwide to approximately 1,900km.

The science and technology ecosystem, innovation, and national innovation network continue to develop strongly; the National Innovation Center was inaugurated in Hoa Lac; new industries, chip and semiconductor industries are being promoted.

Cultural and social fields are given priority; social welfare work is implemented promptly and effectively; people's lives continue to improve; and national defense and security are ensured.

Foreign relations, high-level diplomacy, and economic diplomacy were outstanding highlights, achieving significant and historically meaningful accomplishments. In particular, the successful hosting of visits by US President Joe Biden and General Secretary and President Xi Jinping elevated relations with the US to a Comprehensive Strategic Partnership for Peace, Cooperation, and Development; and elevated relations with Japan to a Comprehensive Strategic Partnership.

This opens up new opportunities and advantages for cooperation and development in many economic fields and emerging industries such as chips, semiconductors, culture, science and technology, innovation, and high-quality human resource training…

These are crucial factors that create favorable momentum for us to accelerate and make breakthroughs in 2024, aiming to achieve the highest possible results in the 2021-2025 five-year growth and development targets and the ten-year strategy.

Reporter: Minister, what contributions did the Ministry of Planning and Investment make to the success of the Vietnamese economy in 2023?

The achievements in the socio-economic development tasks of 2023 were significantly contributed to by the Ministry of Planning and Investment, in its role as the strategic advisory body to the Party, State, Government, and Prime Minister. These contributions are demonstrated through the outstanding results in the country's socio-economic development in 2023 and previous years. Notable among these are:

  1. Developing and shaping a new mindset and a new strategic vision for development, in line with the country's new strengths and capabilities, and better meeting the practical demands placed on each industry, sector, and locality, both now and in the future.
  2. The scale and potential of the economy are constantly being enhanced, and growth is being promoted on the basis of maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.
  3. Implementing the three strategic breakthroughs has yielded many tangible results. Strengthening decentralization and delegation of power, coupled with resource allocation, has created conditions for sectors and localities to exercise initiative and flexibility in implementation, in accordance with the context, situation, and practical requirements.
  4. To date, 109 out of 111 planning documents have been completed, appraised, and approved, fulfilling the basic objective of submitting and approving all plans in 2023. This creates new spaces and new growth drivers, while also providing a legal basis for ministries, sectors, and localities to prioritize attracting investment and allocating resources for the development of industries, sectors, and localities in the medium and long term.
  5. Make breakthroughs in institutional regional linkages, establish and strengthen the operation of regional coordination councils to effectively coordinate the implementation of the Politburo's resolutions on regional development, and create new drivers and growth poles for the country.
  6. Disbursement of public investment capital in 2023 showed many positive developments, with monthly and quarterly disbursement results consistently higher than the same period last year, both in relative and absolute terms.
  7. Timely and coordinated implementation of various policies and solutions to support production and business, especially small and medium-sized enterprises, to overcome difficulties and adapt to new global trends.
  8. Vietnam's position and role in the global FDI flow continue to be enhanced. Vietnam is not only an attractive investment destination, with registered FDI capital reaching approximately US$36.6 billion in 2023, an increase of over 32%, but it is also proactively and actively investing abroad, including in developed economies such as the US and Canada, and in new industrial sectors.
  9. Strongly promoting innovation, the digital economy, green growth, the circular economy, new economic sectors such as chip and semiconductor manufacturing, high-tech agriculture, training high-quality human resources, improving the effectiveness of investment promotion and attraction, and supporting overseas investment… to better capitalize on opportunities arising from major power strategic competition, global FDI shifts, FTAs, strategic partnerships, and comprehensive strategic partnerships, especially with major economies.
  10. Foreign relations and economic diplomacy have achieved many important successes, enhancing the country's position and prestige, and opening up new opportunities and favorable conditions for national development...

These are important results that will not only help boost socio-economic growth and development in 2023, but also enhance internal capacity and self-reliance, significantly improving the fundamental factors for rapid and sustainable growth of the country in the future.

Reporter: The Minister just mentioned that foreign affairs and economic diplomacy in 2023 achieved many important accomplishments, enhancing the country's position and prestige, and opening up new opportunities and favorable conditions for national development. Last year, the Ministry of Planning and Investment took the lead in working with leading global businesses in the field of innovation, attracting investment and cooperation with Vietnam. Could the Minister share the results achieved and the plans for the coming years?

Minister Nguyen Chi Dung: In recent times, many large technology companies around the world have collaborated with the National Innovation Center to implement various innovation programs and activities, support businesses in digital transformation, and train and develop digital human resources, such as Google, Meta, Siemens, Hitachi, etc.

Through contacts and exchanges at all levels, the Ministry of Planning and Investment has proactively proposed cooperation and called for investment in the field of innovation with leading businesses worldwide. As a result, many large international companies such as John Cockerill, Synopsys, Cadence, etc., have signed cooperation agreements with the National Innovation Center.

In particular, following significant and historically important achievements in foreign relations, high-level diplomacy, and economic diplomacy, many large businesses around the world have strengthened exchanges and cooperation in various economic sectors, especially in emerging industries such as chips, semiconductors, and high-quality human resource training.

In the final months of 2023, leading global semiconductor companies such as Nvidia and member companies of the Semiconductor Industry Association (Intel, Qualcomm, Ampere, ARM, Synopsys, Infineon) visited the Ministry of Planning and Investment to explore investment and business opportunities, and to expand their market operations in Vietnam through cooperation with the National Innovation Center and Vietnamese businesses.

Minister Nguyen Chi Dung and Mr. Jensen Huang, Chairman of NVIDIA Corporation, visited NIC Hoa Lac on December 11, 2023.

Based on the results of the cooperation achieved, the Ministry of Planning and Investment is directing the National Innovation Center to focus on implementing the cooperation contents agreed upon with current partners, while proactively seeking and promoting cooperation with leading global partners in eight key areas to establish operations at the Center's facilities, especially the facility in Hoa Lac.

This will contribute to strongly promoting growth based more on new drivers such as the digital economy, science and technology, innovation, and new industries and fields such as chips, semiconductors, renewable energy, hydrogen, etc.

It can be said that the most significant achievement of the planning and investment sector in 2023 was its relentless effort to write a story of innovation, thereby gradually shaping the innovation ecosystem in Vietnam with the National Innovation Center as its core.

Reporter: The new context presents many opportunities, but also numerous challenges. Minister, could you share your perspective on developing and enhancing the competitiveness of Vietnamese businesses, so that they can gradually master core technologies and integrate deeper into the global value chain?

Minister Nguyen Chi Dung: Currently, digital technology and digital technology businesses are identified as the core of all models for rapid and sustainable growth, driving the development of the digital economy and digital society, changing the methods of state management, production and business models, consumption, and cultural and social life.

Vietnamese businesses are facing enormous challenges in the new context. Furthermore, the development of science and technology and innovation are essential paths for countries that want to develop rapidly, efficiently, and sustainably, especially developing countries, including Vietnam.

This is a major and important policy, a strategic direction of the Party and the State to ensure that businesses do not fall behind, and that we can guarantee a sustainable future.

To support businesses in enhancing their competitiveness, gradually mastering core technologies, and penetrating deeper into global value chains, thereby contributing to achieving the goals set out in Resolution 41-NQ/TW on building and developing a new generation of entrepreneurs, the Ministry of Planning and Investment believes that not only the Government, ministries, sectors, and localities, but also businesses need to act early and proactively to overcome challenges, adapt, seize opportunities, and develop sustainably to create new values.

The Ministry of Planning and Investment proposes the following key tasks and solutions:

The government continues to create a fair, open, and transparent investment and business environment; abolishing unnecessary and unreasonable barriers and regulations on business conditions.

Remove bottlenecks in resource mobilization and production and business activities in accordance with international regulations and commitments; research policies to encourage and promote cooperation between businesses and research institutes and universities;

Connecting buyers and sellers, producers and consumers to promote research, application, and technology transfer; researching and implementing pilot policy mechanisms to create incentives for commercialization, and bringing research results into production and business as soon as possible.

Ministries, sectors, and localities need to proactively support businesses in connecting with new partners, expanding markets to overcome supply chain disruptions; diversifying partners; reducing input costs for businesses; enhancing the capacity of domestic businesses, developing supporting industries, thereby promoting connections with FDI enterprises and large enterprises, gradually participating sustainably in global supply chains, and increasing domestic production value.

For businesses, it is necessary to proactively update, access, and apply new technologies of the 4.0 industrial revolution; be a pioneer in innovation; implement digital transformation, apply green economy and circular economy; boldly invest in establishing innovation centers within enterprises; and focus investment on new fields and modern scientific and technological advancements.

Reporter: In 2024, the global economic and political situation is predicted to continue to be complex and unpredictable, and will continue to be a difficult year for the domestic economy. Minister, could you please tell us about the driving forces and solutions to successfully achieve socio-economic development goals and support business recovery?

Minister Nguyen Chi Dung: To successfully achieve the socio-economic development goals for 2024 and to achieve the highest possible results for the 2021-2025 five-year development goals, ministries, sectors, and localities need to pay attention to the following key tasks and solutions:

The priorities are to promote economic growth, maintain macroeconomic stability, control inflation, and ensure major balances.   Focus on three growth drivers; revitalize existing growth drivers and effectively exploit new ones. Proactively advise, issue, and implement synchronously, flexibly, and effectively fiscal, monetary, and trade policies and solutions to support businesses and production activities. Accordingly:

Continue to promote the campaign encouraging Vietnamese people to prioritize using Vietnamese goods, and implement programs and activities to promote trade, advertise products, and connect domestic supply and demand...

Implement decisively and effectively the three strategic breakthroughs in institutions, infrastructure, and human resources. Continue to review and improve institutions, laws, mechanisms, and policies associated with enhancing the effectiveness and efficiency of law enforcement; accelerate the reduction and simplification of administrative procedures and business regulations, and improve the investment environment.

Accelerate the implementation of strategic, integrated, and modern infrastructure projects, especially highway systems, airports, seaports, urban infrastructure, inter-regional infrastructure, digital infrastructure, social infrastructure, healthcare, and education...

Focus on developing high-quality human resources, especially in the fields of biotechnology, artificial intelligence, and semiconductors, while promoting scientific research, technology development and application, and fostering innovation and entrepreneurship. Develop and implement a plan for developing high-quality human resources for the semiconductor industry by 2030, focusing on training 50,000-100,000 personnel during the 2025-2030 period.

Effectively and substantively restructure the economy in conjunction with reforming the growth model, improving labor productivity, quality, and competitiveness; strengthen the application of science and technology, promote innovation, digital transformation, and green transformation…

To comprehensively develop cultural and social fields, harmoniously integrated with economic development; to ensure social security and improve the material and spiritual lives of the people.

Implement foreign affairs and international integration activities in a synchronized, comprehensive, and effective manner. Expeditiously concretize the results of high-level leaders' meetings with partners, and the achievements in foreign affairs and economic diplomacy in 2023…

Minister Nguyen Chi Dung announced the main contents of Resolution No. 81/2023/QH15 of the National Assembly on the National Master Plan for the period 2021-2030, with a vision to 2050, dated April 20, 2023.

Reporter: Vietnam is implementing three strategic breakthroughs in institutions, infrastructure, and human resources to achieve the goal of becoming a developing country with modern industry and upper-middle income by 2030, and a developed country with high income by 2045. Minister, could you please tell us how we need to realize this vision?

Minister Nguyen Chi Dung: First of all, it is necessary to affirm that the country's development goals for 2030 and 2045 are ambitious, very difficult, and full of challenges. But it is also necessary to affirm that these goals are not impossible and can be achieved if we successfully implement the three strategic breakthroughs in institutions, infrastructure, and human resources.

The three strategic breakthroughs that our Party and State are determined to implement in this context are very correct and very appropriate. Of the three breakthroughs mentioned above, the institutional breakthrough is the first and also the most important because it forms the foundation and prerequisite for the success of the other breakthroughs.

To realize institutional breakthroughs, the first and most important step is to continue innovating institutional building thinking to keep pace with and meet the demands of the times; it must be proactive, scientific, practical, and have a long-term and holistic vision.

Furthermore, the content regarding the investment and business environment always needs attention in the new context, which always contains many uncertain factors, and risks always come with opportunities.

Prime Minister Pham Minh Chinh and Minister of Planning and Investment Nguyen Chi Dung attended the Prime Minister's meeting with foreign investors.

In the context of the rapid development of the Fourth Industrial Revolution, the knowledge economy, and digital transformation, training and developing human resources, especially high-quality human resources, is of particular importance to a developing economy like Vietnam.

Our Party has identified the comprehensive and modern development of infrastructure as a long-term task, requiring a roadmap consistent with the overall development of the entire economy. In the coming period, we will continue to identify the comprehensive development of infrastructure as one of the strategic breakthroughs in the socio-economic development of the country for the 2021-2030 period, aiming to complete the infrastructure system, overcome bottlenecks, and achieve rapid and sustainable socio-economic development.
