PV: Conclusion No. 127-KL/TW requires localities to study the possibility of not organizing district-level administrative units. What is your assessment of this issue?

Mr. Pham Van Hieu: On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on conducting research and proposing further restructuring of the political system's organizational apparatus, including researching the direction of merging some provincial-level units, eliminating district-level organizations, and merging some commune-level units; implementing a two-tiered local model (party organization, government, and mass organizations) to ensure efficiency, effectiveness, and productivity… The Standing Committee of the City Party Committee determined that this is a very correct policy, in line with the people's will and consistent with the inevitable objective trend.

How is the training, development, and preparation of cadres for the commune level to meet the tasks in the new situation being carried out in Can Tho City, sir?

- Over the past period, the training, development, and preparation of cadres at all levels have been identified as a crucial aspect of personnel work, and have therefore always received attention and guidance from the City Party Committee and its Standing Committee. Many documents have been issued to lead and guide the effective implementation of this work, aiming to meet the requirements of the tasks, contribute to standardizing the cadre workforce, serve personnel organization work, and create a pool of cadres for all levels of the city to meet the demands of the tasks.

To implement the breakthrough in rapid human resource development as outlined in the Resolution of the 14th Congress of the Can Tho City Party Committee, term 2020-2025, the Can Tho City Party Committee issued specialized Resolution No. 09-NQ/TU dated December 29, 2021, "On training, fostering, and improving the quality of human resources, building a team of leaders at all levels with sufficient qualities, capabilities, and prestige to meet the requirements and tasks of the period 2021-2025 and the following years"...

It can be affirmed that the training and development of human resources, building a team of leaders at all levels with sufficient qualities, capabilities, expertise, and prestige to meet the requirements and tasks, especially at the grassroots level, has always been a priority for Party committees and organizations at all levels. This is considered the responsibility of the entire political system; promoting the spirit of self-directed learning and research among cadres and Party members, and focusing on cultivating and refining the qualities, ethics, dynamism, creativity, willpower, and determination of the team of cadres and civil servants.

Overall, the city's staff at all levels have gradually matured and progressed in all aspects, accumulating much practical experience in their work; they possess the mindset, vision, dynamism, creativity, courage to think, act, and take responsibility, and determination to perform their duties and successfully complete assigned tasks.

Currently, the team of commune-level officials and civil servants is being gradually standardized. 100% of key commune-level leaders have a university degree or higher, regularly receive training to improve their practical skills, work abilities, and political acumen, actively cultivate and maintain ethical conduct and lifestyle, strictly abide by the regulations of the Party and the laws of the State, and promptly serve and resolve the needs of the people, earning their trust and confidence.

It can be affirmed that Can Tho City has proactively secured a pool of commune-level officials and civil servants who are well-trained and educated, possess firm ideological stances and political acumen, have revolutionary moral qualities, qualifications, and capabilities, with a high sense of responsibility and dedication to their work. They are capable of formulating policies and are fully prepared to undertake the enormous and complex tasks posed by the demands of the new revolutionary period, implementing the revolution to streamline the organizational structure of the political system in accordance with the Central Committee's guidelines and resolutions.

What has Can Tho City been doing to create consensus on policy among middle-level officials after the merger in order to complete tasks in the coming period, sir?

- In implementing the Central Committee's policies, resolutions, and conclusions on restructuring and streamlining the political system's organizational apparatus, the City Party Committee and its Standing Committee have demonstrated the highest political determination in implementing this policy; focusing on leading and directing the strengthening of political and ideological education; thoroughly understanding Resolution No. 18-NQ/TW and related policies, resolutions, and conclusions, creating a strong transformation in the awareness and actions of Party committees, Party organizations, agencies, units, and cadres and Party members, especially regarding the new viewpoints, objectives, tasks, and solutions outlined in the Central Committee's Resolution, the Politburo's Conclusion, and the City Party Committee's Action Program, in order to seriously and effectively implement them.

The City Party Committee and its Standing Committee have concretized and issued 81 documents guiding and directing implementation (including: 5 Projects, 4 Programs, 1 Directive, 31 Regulations, 12 Plans, 13 Decisions, 15 Official Letters, and many related guiding documents). At the same time, they directed Party committees, Party organizations, agencies, and units at all levels to promote their roles and responsibilities, thoroughly understand and concretize implementation at the local level, within their respective agencies and units.

Recently, the Standing Committee of the City Party Committee directed the temporary suspension of the Party congresses at the commune and district levels for the 2025-2030 term to facilitate the process of restructuring and streamlining the organizational apparatus in accordance with Conclusion No. 127-KL/TW of the Politburo and the Secretariat.

Simultaneously, the Standing Committee of the City Party Committee continues to lead in effectively carrying out political and ideological work; strengthening the dissemination and thorough understanding of the Party's policy on the necessity of reorganizing and streamlining the organizational structure. This must be considered a particularly important task, a revolution in streamlining the organizational structure of the political system. This is not just a matter of scale or quantity, but more fundamentally, it must create a qualitative change in the operation of the political system. More than ever, cadres and Party members must uphold a high sense of responsibility, be pioneers, and set a good example in performing their duties, prioritizing the common good and working towards common goals.

Streamlining the organizational structure goes hand in hand with reducing the number of personnel and restructuring the workforce to ensure that officials possess the necessary qualities and capabilities to meet the demands of their tasks. The selection and placement of officials must be fair and objective, following the principle of "choosing the right person," retaining capable officials, preventing brain drain, avoiding internal conflicts, and upholding the sense of responsibility of officials and Party members, especially in localities, agencies, and units subject to mergers and reorganizations.

Each agency and unit must effectively carry out political and ideological work and implement policies and regulations for cadres, Party members, civil servants, and employees affected by the reorganization of the organizational structure; ensuring compliance with prescribed policies and regulations. Simultaneously, they must consolidate the internal organizational structure within the agencies and units after the reorganization to facilitate the implementation of tasks, enhance operational efficiency and effectiveness; the general requirement is that the new structure must be better and more efficient than the old one; there should be no interruptions in work, no disruptions, no stagnation, no omissions of tasks, no gaps in areas or fields; and no impact on the normal activities of society and the people...

Party committees, agencies, and units should direct efforts to strengthen propaganda and public opinion guidance, creating high unity within the Party and the entire political system, and consensus among the people regarding the policies, requirements, and tasks of streamlining the organizational structure in the new situation.
