Huong Hiep commune, Dakrong district, has implemented numerous solutions to enhance the use of digital technology. These include assigning officials to handle digital transformation and information security at the commune's People's Committee headquarters, establishing a commune-level digital transformation team, and creating community digital technology teams in all seven villages, with dozens of members participating. This core force plays a crucial role in disseminating information about digital transformation to the local population.
According to Ho Van Sinh, Chairman of the People's Committee of Huong Hiep commune, through the digital transformation groups, the locality has proactively developed sections to disseminate information about digital transformation on the commune's website and broadcasting system, and officials have gone directly to the area to guide people in implementing it. Thanks to these efforts, in 2023, the Chairman of the Provincial People's Committee awarded a certificate of commendation to the Huong Hiep Commune Community Digital Technology Group for its many achievements in implementing digital transformation activities.
Not only Huong Hiep commune, but all localities in Dakrong district have, in recent years, focused on applying and developing information technology and digital transformation at all levels to better serve the socio-economic development of the locality. To date, the entire district has 82 mobile phone base stations, with 4G network coverage in all communes; 83.6% of households own smartphones; online activity has seen growth in both the number of users and usage time; the number of individual transaction accounts opened at credit institutions in the area is over 14,000, and electronic payment accounts are estimated at nearly 7,000. The number of people with digital identities/electronic identification accounts is over 12,500 individuals; the percentage of people with information and communication technology skills is estimated at 40%...
To adapt to the new situation and take advantage of the opportunities brought about by the Fourth Industrial Revolution, the People's Committee of Huong Hoa district has issued many documents to implement digital transformation in the area. In particular, the development and application of information technology is emphasized; postal and telecommunications infrastructure and services are constantly developing.
To date, many specialized databases in Huong Hoa have been integrated with the databases of the province and central ministries and agencies, such as: the socio-economic information system; the online conference network implemented with interconnected access from the main location at the District People's Committee and 21 commune and town People's Committees; the citizen identification and electronic authentication platform; and the electronic immunization and health record management system...
Telecommunications businesses in the area have also focused on investing in infrastructure development and expanding coverage to remote and rural areas. To date, they have provided nearly 1,000 broadband subscribers and 800 mobile subscribers to poor and near-poor households through various programs and projects; and have communicated and supported people in switching to 4G SIM cards and mobile phones according to the 2G network shutdown schedule.
Furthermore, 100% of documents are processed online; officials and civil servants regularly use email systems in their work; and 100% of agencies, units, and People's Committees of communes and towns have effectively applied and implemented specialized digital signatures in their state agency operations.
According to Ho Ngoc Tinh, Head of the Culture, Science and Information Department of Huong Hoa District, to ensure effective digital transformation, the unit actively coordinated with Hue University to organize 14 training courses on applying information technology in production and business for 800 trainees. They also guided communes and towns to cooperate with Viettel Huong Hoa in implementing digital transformation activities in the area. As a result, the percentage of people with information and communication technology skills is estimated at 42%.
Thanks to the efforts of local authorities, the task of digital transformation in the mountainous areas of Quang Tri province has seen many positive changes, contributing to the modernization of public administration and creating favorable conditions for people and businesses to change their way of life and work.
However, access to and practice of new information technology applications and platforms, as well as the skills of some officials, civil servants, and citizens, remain limited; infrastructure, technology networks, and specialized personnel have not been invested in comprehensively and properly trained; being remote and mountainous areas, with a large proportion of ethnic minorities, the level of education is still low, and economic conditions are difficult, making the implementation of digital transformation very challenging; and funding for this activity is also limited...
This is a major obstacle that urgently requires the involvement and cooperation of all levels of government, sectors, and businesses so that mountainous localities can soon have specific mechanisms, policies, and measures to overcome it.
