(Baothanhhoa.vn) - Digital transformation is an inevitable trend in the 4.0 era and an objective requirement for development. Recognizing this, Trieu Son district has been promoting digital transformation in various fields, with a focus on people as both a resource and a beneficiary.

In implementing the digital transformation task, Van Son commune has focused on three pillars: digital government, digital economy , and digital society. With significant efforts in digital transformation, Van Son commune achieved the status of a smart new rural commune in 2024 with many outstanding results. 100% of officials and civil servants have been granted accounts and use software to handle their work; 100% of leadership, management, and work processing documents are conducted online. 100% of incoming and outgoing documents (except confidential documents) of the commune are processed online. The annual rate of online submission of public service applications consistently reaches 100%. The leadership and management work of the Party committee and government down to the village level is implemented on the Zalo application platform. The Zalo group has helped the leadership and management work of the commune to be implemented quickly, flexibly, and promptly. A security camera system connecting to the villages has been installed in all 8 villages and key locations along National Highway 47C, government offices, schools, historical sites, etc.

According to Tran Dang Khoa, Vice Chairman of the People's Committee of Van Son commune, "The commune has intensified propaganda and updated knowledge on digital transformation for officials, civil servants, and the people. At the same time, we have linked the implementation of digital transformation with the construction of a smart new rural commune. As a result, many fields have applied information technology and science and technology, bringing efficiency in production and business, contributing to improving the living standards and quality of life for the people."

Along with Van Son commune, other communes and towns in the district are also actively implementing digital transformation. To date, 100% of Party, government, Fatherland Front, and political -social organizations at all levels in the district are interconnected through the document and work file management software system for exchanging electronic documents. 100% of the District People's Committee meetings are held online.

To date, 100% of businesses operating in the district are using digital platforms in their management, production, and business activities. All 35 OCOP products have traceability labels, and promotional information has been uploaded to e-commerce platforms such as Voso, Postmart, and the province's safe agricultural product information website. 100% of villages and residential areas have fiber optic broadband network infrastructure. The percentage of households with internet access reaches 87%. 76.7% of the population aged 15 and above have electronic payment accounts... With these achievements, Trieu Son district ranks 7th in the province in the assessment and ranking of the level of digital transformation by the district-level People's Committee.

According to Lê Phú Quốc, Vice Chairman of the Triệu Sơn District People's Committee: “Identifying digital transformation as an important task, the Triệu Sơn District People's Committee has focused on developing and issuing programs/projects/plans to promote digital transformation, while simultaneously boosting investment in digital infrastructure, with a focus on implementing key aspects of digital government, digital economy, and digital society. The results achieved in digital transformation in the district affirm the determination and decisiveness in the direction, management, and implementation of the Party committees and authorities at all levels, as well as the consensus of the people in carrying out these tasks.”

To achieve the digital transformation targets, the district has proactively followed the documents and guidelines from higher levels on digital transformation, thereby issuing many policies and programs on digital transformation. The implementation of digital transformation tasks is linked to the performance of professional duties and the actual situation of the locality and units; the District Digital Transformation Steering Committee and community digital technology groups in communes and towns are regularly strengthened. To date, the entire district has 254 digital technology groups with 769 members participating.

Recognizing that people are both the subjects, resources, and beneficiaries, the district has intensified its efforts to raise awareness among officials, civil servants, and all segments of the population regarding digital transformation. Policies, programs, and content related to digital transformation are widely disseminated through the district and commune radio systems, fan pages, websites, conferences, meetings, and online conferences at the district and commune levels. As a result, awareness of digital transformation among officials, civil servants, businesses, and the general public has significantly improved.

With the goal of building a digital government to lead digital transformation in the district, the District People's Committee has promoted the transformation of state management activities from traditional methods to the application of information technology. The District People's Committee directs agencies and units to exchange, create, process, and digitally sign documents and work files in the electronic environment; administrative procedures are received through the electronic one-stop information system...

To promote the development of the digital economy, the district directs specialized units to coordinate with VNPT Thanh Hoa to support businesses, cooperatives, and individual business households in participating in the Thanh Hoa agricultural product e-commerce platform, bringing the district's OCOP products to e-commerce platforms and supporting the provision of traceability labels for the district's OCOP products. At the same time, it encourages businesses and production and business households to use electronic invoices, digital platforms, and accounting applications and software in their production and business activities.

Regarding the development of a digital society, the district guides and supports people in applying information technology, using online public services at levels 3 and 4, making cashless payments, and encourages people to open electronic payment accounts; the education sector effectively implements software for educational quality assessment, and installs applications such as vnEdu Teacher and vnEdu Connect to support teachers and parents in updating information and interacting between schools and families. Neighborhoods and areas with complex security issues are equipped with cameras to monitor and support the maintenance of security and order...
