From late 2021 to early 2022, following the issuance of the Provincial Party Committee's Resolution on Digital Transformation, the Provincial People's Committee established a Steering Committee for Digital Transformation and issued numerous Decisions, Plans, and guiding documents as a basis for comprehensively implementing the province's digital transformation tasks and solutions across three pillars: Digital Government, Digital Economy , and Digital Society.
In the very first year of implementation, the province's digital transformation ranking increased by 10 places. In 2021, it ranked 58th, in 2022 it ranked 48th, and in 2023 it ranked 38th.
To date, our province has relatively complete infrastructure to support the development of digital government, digital economy, and digital society. The province has shared digital platforms such as: the Tuyen Quang Provincial Online Video Conferencing System, ensuring seamless connectivity and regularly organizing online meetings across four levels, from the central government to the commune level; the Tuyen Quang Provincial Intelligent Operations Center (IOC), which has been deployed and put into use to serve the management and operation of leaders at all levels; and the Provincial Data Integration and Sharing Platform (LGSP), which has been upgraded to ensure the conditions for data connectivity.

The Tuyen Quang Provincial Electronic Information Portal has been upgraded and integrated with 167 websites of agencies and units in the province, meeting the technical requirements as prescribed; the Tuyen Quang Provincial Document Management and Administration Software System has been deployed synchronously, ensuring that the rate of electronic document exchange between state administrative agencies reaches 100%; the information system for resolving administrative procedures has all the necessary functions to serve the government and people in submitting applications and resolving administrative procedures conveniently, quickly, and transparently,...
Ms. Nguyen Thanh Mai, from Tan Ha ward (Tuyen Quang city), said: "I am currently applying for my second criminal record certificate. More than a month ago, I applied for my first criminal record certificate. Now that the data is interconnected, I don't have to wait any longer for identity verification. The quick and efficient processing of paperwork has significantly reduced waiting times and travel."
The infrastructure supporting digital transformation has been widely developed and modernized. To date, nearly 100% of villages and residential areas throughout the province have 3G/4G mobile communication coverage and fiber optic broadband internet (5G broadcasting has been deployed in some areas). The province currently has more than 20 postal and delivery businesses operating under various models, ensuring that 100% of communes have postal service points, meeting the capacity to provide services for receiving applications and delivering results of administrative procedures via postal services.
Currently, there are 19 Market 4.0 models in districts and cities throughout the province; most businesses are provided with free QR codes for convenient payment, helping people experience and access modern cashless payment methods, stimulating shopping activities, and contributing to the development of a digital society and digital economy in line with the digital transformation program's goals in the province.
Bringing digital technology to the community.
In order to spread and bring digital technology to the community, contributing to the successful implementation of Resolution No. 48-NQ/TU, the province has intensified propaganda work; actively bringing digital platforms, digital technology, and digital skills to the people through community digital technology groups...

To support the deployment of digital platforms and technologies, and to provide digital skills training to the people, the province has established community-based digital technology teams at the commune and village levels. Currently, the province has 1,871 community-based digital technology teams. Of these, 138 are at the commune level, and 1,733 are at the village, hamlet, and residential group level, with a total of 10,257 members. This core force leads, organizes, and disseminates the digital transformation process in their localities.
According to Mr. Nguyen Thanh Ha, Director of the Department of Information and Communications, Tuyen Quang aims for the digital economy to account for 20% of the province's GRDP by 2025 and 30% by 2030. To achieve this goal, in the coming period, all levels, sectors, and localities will continue to implement programs and plans to support businesses in digital transformation; publicly and transparently streamline administrative procedures to facilitate businesses' access to information and attract investment. Simultaneously, they will mobilize small and medium-sized enterprises to actively participate in digital platforms, digital transformation, and the application of digital technology in management, production processes, and product development, creating a foundation to promote the development of the digital economy. At the same time, focus on guiding, supporting, and promoting the development of the digital economy and e-commerce in the agricultural and rural sectors, and continue to improve the efficiency of the Tuyen Quang Provincial E-commerce Platform.
Telecommunications businesses are further promoting the development of the digital society, popularizing broadband internet services to households, and expanding 4G/5G mobile coverage throughout the province.
