Transforming Phuong Dong Private University into a private university

According to the Decision, Phuong Dong Private University will be transformed into Phuong Dong University. Phuong Dong University is a private higher education institution with legal personality, its own seal and bank account, operating in accordance with the Law on Higher Education and other relevant legal regulations.

Deputy Prime Minister Le Thanh Long requested that the transition process be clear and transparent, preventing any negative incidents, financial losses, or waste of assets; ensuring that it does not affect the normal and continuous operation of the school; and guaranteeing the legitimate rights and interests of students, lecturers, administrators, employees, and individuals and organizations that have made genuine contributions to the formation and development of the school, in accordance with the law.

The Deputy Prime Minister assigned the Ministry of Education and Training to take the lead and coordinate with the Hanoi People's Committee to guide, inspect, and supervise the transformation, establishment of the School Council, recognition of the Rector, organization, and operation of Phuong Dong University in accordance with the law.

The incumbent Board of Directors is responsible for organizing an investor conference to establish the School Board and appoint the Principal in accordance with current laws; this must be completed within 3 months from the effective date of this Decision.

The Board of Directors and the incumbent Rector will continue to perform their functions, duties, and powers in accordance with current regulations until the investors' meeting establishes the School Board and recognizes the Rector.

This decision takes effect from the date of signing, April 28, 2025.

* Oriental University is one of the first private universities in the Vietnamese higher education system. It was established by Decision No. 350/TTg dated July 8, 1994, of the Prime Minister and officially commenced operations by Decision No. 2282/GD-ĐT of the Ministry of Education and Training dated August 16, 1994. The university held its first opening ceremony on October 24, 1994, a date considered the university's traditional founding day.

Oriental University belongs to the national education system of the Socialist Republic of Vietnam, is subject to state management of education and training by the Ministry of Education and Training and other educational management agencies as assigned and delegated by the Government; and is also subject to territorial administrative management by the People's Committee of Hanoi City.
