Converting Phuong Dong Private University into a private university

According to the Decision, the Phuong Dong Private University was converted into Phuong Dong University. Phuong Dong University is a private higher education institution with legal status, its own seal and account, operating in accordance with the provisions of the Law on Higher Education and relevant legal provisions.

Deputy Prime Minister Le Thanh Long requested that the conversion process must be clear and transparent, without any negativity, loss, or waste of finance or assets; without affecting the normal, continuous operation of the school; and ensuring the legitimate rights and interests of students, lecturers, managers, employees, and individuals and organizations that have made real contributions to the formation and development of the school, in accordance with the provisions of law.

The Deputy Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with the Hanoi People's Committee to guide, inspect and supervise the conversion, establishment of the School Council, recognition of the Principal, organization and operation of the Oriental University in accordance with legal regulations.

The current Board of Directors is responsible for organizing an investor conference to establish the School Board and recognize the Principal in accordance with current laws; to be completed within 03 months from the effective date of this Decision.

The current Board of Directors and Principal continue to perform their functions, duties and powers according to current regulations until the investor conference establishes the School Board and recognizes the Principal.

This Decision comes into force from the date of signing and promulgation, April 28, 2025.

* Phuong Dong University is one of the first non-public universities in the Vietnamese higher education system. The school was established under Decision No. 350/TTg dated July 8, 1994 of the Prime Minister and officially put into operation under Decision No. 2282/GD-DT of the Ministry of Education and Training dated August 16, 1994. The school held the opening ceremony of the first course on October 24, 1994. This day is taken as the traditional day of the school.

Phuong Dong University belongs to the national education system of the Socialist Republic of Vietnam, under the State management of education and training of the Ministry of Education and Training and educational management agencies according to the assignment and decentralization of the Government; at the same time under the territorial administrative management of the People's Committee of Hanoi city.
