The Ministry of Education and Training (MOET) plans to completely abolish early admissions instead of limiting it to 20% as previously proposed. Grade 12 students should take note of this change to proactively prepare for the 2025 university entrance exam.


According to information from the Ministry of Education and Training, one of the important changes for the 2025 university entrance exam is the elimination of early admissions. All admission methods will be considered together in a single round.

The regulations for university-level admissions and admissions for early childhood education programs at the college level are expected to be issued by the Ministry of Education and Training in February 2025.

Compared to the previously published draft, the official admissions regulations have undergone several adjustments to ensure fairness, suitability to the actual situation, and improved quality of applicants.

To date, many higher education institutions have announced their projected admission plans for 2025. Essentially, these institutions are employing a variety of admission methods.

Previously, the Ministry of Education and Training's plan to limit the quota for this method to 20% had received mixed reactions. However, the Ministry of Education and Training affirmed that abolishing early admissions would not affect the rights of candidates.

Associate Professor Dr. Nguyen Thu Thuy, Director of Higher Education Department, Ministry of Education and Training, stated that the concept of early admission here refers to early in terms of time, admission before the high school graduation exam. In the general admission round after the high school graduation exam, universities can use all admission methods such as: considering academic transcripts, considering graduation exam scores, scores from other entrance exams, etc.

Thus, with this adjustment, the Ministry of Education and Training only abolished early admissions. Universities will still use the same admission methods as before, but the admission period will be postponed to the general admission period set by the Ministry of Education and Training.

In fact, over the years, universities that conducted early admissions had to wait for the final results from the Ministry of Education and Training. Therefore, according to universities, completely abolishing early admissions will not have a significant impact.

Dr. Trinh Van Toan, Head of Admissions at the University of Electrical Engineering, stated that the admissions plan has not been significantly affected. Other admission methods will be considered concurrently with the high school graduation exam results.

Besides completely abolishing early admissions, starting from the 2025 university entrance exam, the Ministry of Education and Training stipulates that if higher education institutions use high school academic results for admissions, they must use the results of the entire 12th grade year.

Prior to the 2024 admissions period, higher education institutions using high school academic results for admissions typically only used scores from five semesters: grades 10, 11, and the first semester of grade 12. This led to students neglecting their studies in the second semester of grade 12, negatively impacting their high school graduation exam results.

Regarding the new points expected in the 2025 admission regulations, Dr. Nguyen Phi Long, Head of the Training Department of the Vietnam Women's Academy, believes that the competition rate for admission through the academic transcript review method is expected to increase this year. Therefore, candidates need to carefully consider and research the admission information of the schools when choosing an admission method.
