Representing the Ministry of Construction to report at the Conference, Deputy Minister Nguyen Van Sinh affirmed that taking care of housing for people has always been of concern to the Party and State and identified as a key task in economic development. - the country's society, especially promoting the development of social housing to address the housing needs of low-income groups and workers in industrial zones.
Accordingly, the Government has completed the development of law projects as planned and at the 6th session, the 27th National Assembly passed Housing Law No. 2023/15/QH29 and Real Estate Business Law No. 2023/ 15/QH5; At the same time, at the XNUMXth extraordinary session, the National Assembly passed the Land Law (amended) and the Law on Credit Institutions (amended); Accordingly, there have been many mechanisms and policies to remove difficulties, reduce administrative procedures, and increase incentives for investors in social housing construction projects.
In addition, the Ministry of Construction has also researched and developed a draft Resolution of the National Assembly to pilot a number of social housing development policy mechanisms.
At the same time, coordinate with the Ministry of Planning and Investment to submit to the Government for promulgation Decree No. 35 on the management of industrial parks and economic zones, which proposes that in industrial park planning, land funds must be allocated for accommodation. Worker.
According to a summary of local reports, the Deputy Minister of Construction said that the whole country has planned 1.316 land plots with a scale of 8.611 hectares for social housing, this is compared to the 2020 report (3.359 hectares). ), the land area for social housing development has so far increased by 5.252 hectares.
Among them, some localities are interested in planning land funds for social housing development such as: Dong Nai 1.063ha, Ho Chi Minh City 608ha, Long An 577ha, Hai Phong 471ha, Hanoi 412ha.
Regarding the results of implementing social housing projects in the period from 2021 to the end of 2023, through synthesizing reports of localities across the country, there are 499 social housing projects that have been implemented. with a scale of 411.250 units.
Also according to the report, currently 28 localities have announced a list of 68 projects eligible for loans under the VND 120.000 billion credit program with a loan demand of more than VND 30.000 billion.
To date, banks have committed to granting credit to 15 projects with an amount of about 7.000 billion VND; Of which, 8 social housing projects in 7 localities have been disbursed with a capital of about 640 billion VND.

Ministries, branches and localities are not determined to implement the Project
Besides the results achieved, the Deputy Minister of Construction also said that some limitations still exist. Some localities have many projects that have been approved for investment policies in the recent period, but local authorities at all levels have not paid attention or created conditions in selecting project investors to deploy investment. build.
In addition, some projects have qualified for preferential loans, but have not been reviewed by the Provincial People's Committee to announce the list of eligible loans. The capital of 120.000 billion according to Resolution No. 33 of the Government has not been disbursed effectively because the announcement of the list of social housing eligible for loans is still limited; The short preferential interest rate period does not really attract borrowers.
Solution to have 130.000 social housing apartments in 2024
At the Conference, representatives of the Ministry of Construction proposed a number of solutions to resolve the above shortcomings, including:
