The 12.268 m2 land area in Nhue village (Kim Chung commune, Dong Anh district, Hanoi city) was approved by the People's Committee of Dong Anh district for an investment project to build livestock and aquaculture farms in 2008 and agreed to additional policy (in January 01) to add the purpose of growing orchids and be allowed to build 2020 more construction items.
With the goal of fully exploiting land potential, transforming the economic structure in agriculture towards producing goods with high economic value to develop the local economy and improve the ecological environment, but at the same time, Unexpectedly, the farm owner "turned" it into an ecological area called "Spring Garden".
Accordingly, this land has been built with a series of solid structures, restaurants, and landscapes for business purposes, organizing events, and misusing the land.
Previously, at the end of November 11, Dong Anh District People's Committee issued a decision on enforcement to enforce remedial measures for violations at Vuon Xuan ecological area. Implementation time is 2021 days from the date of receiving the decision.
But up to now, the deadline for implementing the above decision has passed, this ecological area still exists and operates normally.
As noted by the Messenger, the works serving business purposes are still in existence and operating normally before the enforcement decision of the People's Committee of Dong Anh district. Thus, the enforcement of remedial measures at the spring garden ecological area was not carried out in accordance with the law.
Previously in 2023, talking to the Messenger, Ms. Le Thi Van Huyen - Chairwoman of Kim Chung Commune People's Committee said that violations in Vuon Xuan ecological area had been repeatedly enforced.
However, on March 20, 3, the discussion continued with the Messenger, Chairman of Kim Chung Commune People's Committee Le Thi Van Huyen admitted that the violating items at Vuon Xuan ecological area still existed and had been included in the list. list of existing violations that must be completely resolved in 2024.
According to Chairman of the People's Committee of Kim Chung commune, enforcement cannot be done at once, but whatever is done must have a process.
“Dong Anh district is transforming into an urban area, so for existing violations, it is necessary to develop a handling plan, and it must be handled before and after. For this spring garden, the unit has also developed a plan to handle remediation requests this year and is taking steps according to the process. This year it will be forced to dismantle," said Ms. Le Thi Van Huyen.
Faced with the fact that construction order violations in the area are still blatantly active, public opinion has many concerns about whether the local government has fulfilled all its functions and duties and whether or not they are "turning a blind eye" to the violations.
